PURPOSE: To receive a special presentation from the Consul General of Mexico, Carlos
Flores Vizcarra, in reference to consular services in North Carolina and the Consular I.D., the
most widely expedited document by the Consulate.
BACKGROUND: Orange County Board of Commissioners' Chair. Bernadette Pelissier was
contacted by and met with the Consul General of Mexico, Carlos Flores Vizcarra, who is
meeting with various local governing bodies in reference to making a presentation about
consular services in North Carolina and, in particular, the Consular I.D., which is the most
widely expedited document by the Consulate.
The Consul General will provide a presentation to the Board.
FINANCIAL IMPACT: None
RECOMMENDATION(S): The Manager recommends that the Board receive the presentation
from the Consul General of Mexico and, if needed, provide direction to staff.

1, Consul General of Mexico in Raleigh, NC, am writing to request the opportunity to
meet with the Orange County Board- of Commissioners.
The Consulate of Mexico is the diplomatic body of Mexico for North and South Carolina
that provides numerous services to Mexican Nationals living within the circumscription.
Services provided by the Consulate include: documentation, legal aid, repatriation of
remains, health resources, educational initiatives and cultural projects.
During our meeting with- the Board of Commissioners, we would like to discuss consular
services and make a presentation about the Consular I.D., the most widely expedited
document by our Consulate.

On behalf of the Orange County Board of Commissioners, I would like to extend an invitation
#o your Consulate to make a presentation at our September 20, 2011 Commissioner meeting
on your consular services and in particular about the Consular l.D., which you state in your
letter is one of the most widely expedited documents by your Consulate.
As mentioned above, the meeting is scheduled for Tuesday, September 20, 2011 at 7:OOpm at
the Southern Human Services Center, 2501 Homestead Road, in Chapel Hill. We ask that
your presentation be approximately 15-20 minutes in length, thus allowing time for
Commissioners' questions.
