PI~RPOSE: To consider awarding a bid to Triad Freightliner of Greensboro, North Carolina for a
Road Tractor for Orange County Solid Waste.
BACKGROUND: The Fiscal Year 2011/2012 Solid Waste Recycling Division capital budget
provided for the replacement of a leased 2008 Mack road tractor. The lease ends November 23,
2011. The road tractor is used to haul a trailer containing primarily bottles, cans, and paper
products from the recyclable materials processing/transfer facility on Eubanks Road to markets.
The road tractor may also occasionally move the industrial wood waste grinder to various
locations within the landfill and also haul mulch.
Orange County's road tractor requirements were advertised through bid number 280 and four
vendors submitted bids. Pursuant to the attached bid tabulation, Triad Freightliner of
Greensboro, North Carolina submitted the lowest responsive bid at a delivered cost of $106,522
(This cost does not include the additional 5-year towing warranty that the County will purchase
for an additional $700). With the additional warranty the total cost will be $107,222 for a
Freightliner Cascadia day cab with a Cummins engine.
The delivery time for the road tractor is estimated at 150 days from receipt of a valid purchase
order. The current lease may be extended to accommodate the expected delivery period.
FINANCIAL IMPACT: Total purchase price would be $107,222. Sufficient funds were allocated
within the FY 2011-2012 Solid Waste Recycling budget for this purchase.
RECOMMENDATION(S): The Manager recommends that the Board award bid number 280 to
Triad Freightliner of Greensboro, North Carolina for the purchase of the road tractor at a
delivered cost of $107,222.
