PURPOSE: To approve budget ordinance amendments for fiscal year 2003-04.
BACKGROUND;
Department on Aging
1. The Department. on Aging has received additional local support funds totaling $577 for its
Retired and Senior Volunteer Program (RSVP). This brings the current budget to $13,477
for fiscal year 2003-04. These local support funds are contributions from the Towns of
Chapel Hill and Carrboro-for the RSVP program. This budget amendment provides for the
receipt of these. funds. (See Attachment 1, column #1 ).
Emergency Management
2. The Department of Emergency Management has received notification of State-administered
Federal funds totaling $4,972 from the N. C. Department of Crime Control and Public Safety,
Division of Emergency Management. These funds wil( be used to perform training exercises
for local public safety first responders related to chemical and biological attacks, and
industrial chemical accidents. The protective breathing apparatus equipment used by the
participants during these training exercises were purchased also from State-administered
federal grant funds the County received in Spring, 2003. There is no required County match
for these grant funds. This budget amendment provides for the receipt of these funds. (See
Attachment 1, column #2)
3.. At its September 2, 2003 meeting, the Board of Commissioners approved a federal grant
totaling $10,000 through the N. C. Department of Crime Control and Public Safety, Division
of Emergency Management for the establishment of a Community Emergency Response
Team (CERT) program in Orange County. The purpose of this program is to train citizens to
the minimum level of emergency preparedness and response necessary to ensure the
safety of themselves, their family, their co-workers, and their neighbors for the first three
days following a disaster. There is no required County match for these State-administered
Federal funds. This budget amendment provides for the receipt of these funds. (See
Attachment 1, column #3)
4. At its September 2,, 2003 meeting, the Board of Commissioners also approved a federal
grant totaling $2,500 through the State of North Carolina, Office of the Governor for the
establishment of a Citizen Corps Council for Orange County. The purpose of the Citizen
Corps Council is to provide an umbrella organization to assist in coordination of the
volunteer programs involving emergency preparedness. These grant funds will be used in
developing emergency preparedness materials in English and other languages, and assist in
translation services to create these materials. A countywide All-Hazards Guide will be a key
publication created through this program. There is no required County match. for these
State-administered Federal funds. This budget amendment provides for the receipt of these
funds. (See Attachment 1, column #4)
5. The Department has recently received notification from the N. C. Department of Crime
Control and Public Safety, Division of Emergency Management, of the receipt of Continuity
of Government Planning funds totaling $49,503; from the Federal Emergency Management
Agency (FEMA). These funds will be used to update the County's Emergency Operations
Plan (EOP) for all hazards with special emphasis on Weapons of Mass Destruction (WMD)
Terrorism Preparedness. There is no required County match for these State-administered
Federal reimbursement funds. This budget amendment provides for the receipt of these
.funds. (See Attachment 1, column #5)
Soil and Water
6. The Qrange County Soil and .Water Conservation District has received a reimbursement
grant from the United States Department of Agriculture (USDA) for the provision of technical
assistance in implementing the Farm Security and Rural Investment Act or "Farm Bill of
2002." Both the USDA and the Orange County Soil and Water District have a shared and
.complimentary mission to assist land users and owners in conserving their soil, water, and
related natural resources as well as improving water quality. As such, the federal cost
sharing program available through the Farm Bill represents a significant opportunity for both
parties to achieve their shared mission. The agreement allows for reimbursement up to
$3,004-for technical and administrative assistance provided. by Soil and Water to land
users/owners in meeting the Farm Bill's soil loss and water quality requirements. This
budget amendment provides for the receipt of these funds. (See Attachment 1, column #6)
Non-Departmental
7. On September 16, 2003, the Board of County Commissioners approved an appropriation of
$5,000 from the Human Services Safety Net to EI Centro Latino for sponsorship of the
"Many Cultures, One Race" road race. The 10K road race, one mile walk/run and children's
track is a fund raising event for youth leadership development programs in Orange County
and was held at McDougle School in Carrboro on Saturday, September 20, 2003. This
budget amendment provides for the appropriation of $5,000 from the Human Services
Safety Net to EI Centro Latino for this event. (See Attachment 1, column #7)
FINANCIAL IMPACT: Financial impacts are included in the background information above.
RECOMMENDATION (S): The Manager recommends .that the Board of County Commissioners
approve the attached budget ordinance amendments.

g Criminal Justice Partnership Program Grant Acceptance ~~
The Board accepted Criminal Justice Partnership Program (CJPP) implementation grant funds
totaling $165,221 from the NC Department of Correction, and authorized the Chair to sign contingent
upon staff review.
h. Criminal Justice Partnership Proaram 2003-2004 Contracts
The Board approved service delivery contracts for the Criminal Justice Partnership Program
(CJPP) and authorized the Chair to sign contingent upon staff review.
i. Agreement Renewal Between UNC Hospitals and Orange County for the Senior Wellness
Proaram
The Board approved an agreement renewal to receive $50,000 from the University of North
Carolina (UNC) Hospitals for its co-sponsorship of the Department on Aging's Senior Wellness Program
from July 1, 2003 through June 30, 2004 and authorized the Chair to sign.
i Continuation Agreement with the Town of Chapel Hill for Senior Recreation Services
The Board approved a continuation Agreement with the Town of Chapel Hill to provide funding
in the amount of $46,697 for senior recreation programs on behalf of the Town's Parks and Recreation
Department; and authorized the Chair to sign.
k. Joint Planning Area Land Use Ptan Amendments to Correspond with the Town of Chapel
Hill's Comprehensive Plan
The Board adopted the following amendments to the Joint Planning Area Land Use Plan
resulting from the Chapel Hill Comprehensive Plan adopted by the Town in May 2000.
1. Changing the designation of the Greene Tract from "Landfill Pending Further Study" to
`Housing/Recreation/Open Space/County Use
2. Changing the designation of land south of Eubanks Road from "Open Space" to "Low
Residential."
3. Changing the designation of land north of Eubanks Road, between the existing landfill and
Millhouse Road, from "Mixed Use, Office Emphasis" to "Open Space."
4. Changing the designation of parcels between Millhouse Road and Interstate 40 from "Mixed
Use, Office Emphasis" to "Rural Residential."
5. Changing the designation of the parcel northwest of the Greene Tract and southeast of the
existing landfill (parcel known as the "Neville Tract") from "Open Space" to "Non-landfill County
use."
I. Land Use Plan Amendment to Incorporate Water and Sewer Management, Planning and
Boundary Agreement and Map

m. Budget Amendment #3
The Board approved budget ordinance amendments for fiscal year 2003-04 for Department on
Aging, Emergency Management, Soil and Water, and Non-Departmental.
n. 2003-04 School Capital Proiect Approvals
The Board approved Level 1 capital project ordinances for Chapel Hill Carrboro City Schools
(CHCCS) and Orange County Schools (OCS).
o. Whiffed Human Services Center Renovation -Progress Report and Request for
Authorization for Additional Debt Funding to Complete the Proiect
This item was removed and placed at the end of the consent agenda for separate consideration.
~ Percent for Art for Southern Community Park and Homestead Aquatics Center
This item was removed and placed at the end of the consent agenda for separate consideration.
~ Change in BOCC Regular Meeting Schedule
The Board amended its regular meeting calendar by adding a meeting on Wednesday, October
15, 2003 starting at 5:00 p.m. at the Southern Human Services Center, Chapel Hill, North Carolina
(prior to the JPA meeting at 7:30 p.m.) and to add a meeting on Tuesday, October 21, 2003 at 5:00
p.m. at the Southern Human Services Center in Chapel Hill, North Carolina (prior to the BOCC regular
meeting at 7:30 p.m.) and to add a joint meeting with the Town of Hillsborough on Thursday, October
30, 2003 at 7:30 p.m. at the Government Services Center in Hillsborough, North Carolina.
