Purpose
The purpose of the Orange County Community Emergency Response Team (CERT)
program is to train citizens to the minimum level of emergency preparedness and response
necessary to ensure the safety of themselves, their family, their co-workers, and their neighbors
in times of disaster. The goal is to reduce the reliance on professional emergency services within
the county during the initial stages of a disaster so that emergency resources can be allocated in
the most efficient manner possible. A simultaneous goal is to improve the capabilities of the
citizens to act safely and appropriately in completing the emergency tasks that citizens have
historically attempted spontaneously, such as sheltering neighbors, providing first aid, seazching
for those lost, etc. This concept will reinforce the emergency preparedness position of self-
reliance that Orange County Emergency Management has maintained for many yeazs.
Orange County has experienced multiple disasters in the past ten yeazs, including
tornados, hurricanes, winter storms, and flooding. After Action Reports from these disasters have
identified multiple needs concerning citizen prepazedness. Examples include: encouraging the
public to have a three day disaster supply kit, communicating disaster information in the non-
English speaking communities, and training to be more self-sufficient in a post disaster
environment. All of these needs could be feasibly addressed through the CERT program.
The CERT training will provide the citizens training in first aid, basic rescue, limited
firefighting activities, animal caze and control, and crime prevention techniques. First aid
training will allow the citizens to properly care for themselves and others until such time EMS
can arrive. Limited firefighting activities will teach the citizens how and when to properly use a
fire extinguisher. Animal caze and control training will educate citizens on properly care during

disasters including stockpiling food and managing scared animals. Crime prevention techniques
will teach effective personal and property security including a community watch component.
The Orange County CERT training cadre will be composed of representatives from
volunteer fire departments, the Orange County Fire Marshal's division, the Orange County
Special Operations division, Orange County Emergency Management, Orange County Public
Health, Chapel Hill Fire Department, Carrboro Fire Department, the Orange County Emergency
Medical Services division, the Orange County Technical Rescue Team, Chapel Hill Police
Department, Carrboro Police Department, Hillsborough Police Department, Orange County
Sheriff's Department, University of North Carolina at Chapel Hill Police Department, and
Orange County Animal Response Team (OCART).
The lesson plans that will be used will be based upon the standard Federal Emergency
Management Agency CERT training materials and tailored to the county's needs. The planning
team will tailor the curriculum to Orange County's needs by creating new training modules such
as a law enforcement driven community/personal safety section, and an animal care and
management section.
Training methodology will be on a three-tier approach. Orange County Emergency
Management will host aTrain-the-Trainer seminar for existing public safety instructors to
comprise the first tier. This first tier will train the second tier composed of volunteers from
interested public safety agencies. It is this second tier that will provide the training to the citizens
who constitute the third tier. It is hoped that this last tier will informally train other members of
their community and their family, so that the information passes to everyone in the county.
Targeted audiences will include homeowners associations, service organizations, existing

organized community watch groups, businesses, faith based organizations, University groups,
and any other interested groups that could host a program.
It is expected that private business will be eventually incorporated into the process
through internally providing the training program to employees and as a source of funding or in-
kind donations. A final goal is to ensure that the CERT program becomes self-sustaining and
continues well after the initial funding is expended.

Goals, Objectives, and Measurements
Goal #1
Establish CERT organization
30 Days (June)
Objective # 1
Identify interested sponsoring agencies
Measurement #1
Establish list of sponsoring agencies and hold at least three training and/ or organizational
meetings. A master sponsoring agency sheet will be developed listing the organization, primary
contact information and area of expertise of the organization. This list will be developed to draw
a cadre of CERT trainers. Asign-in sheet will be completed at each meeting to track each
organization's attendance.
Goal #2
30 Days (July)
Establish corps of volunteers to perform emergency preparedness and response in their
neighborhoods.
Objective #2
Advertise CERT program to various public and private groups and associations within the
County.
Measurement #2
Identify at least 150 citizens within these neighborhood and business groups to attend CERT
training. An interest list will be developed with these neighborhood and business groups' contact
information to track and schedule CERT training.

Train 100 citizens utilizing the CERT concept and lesson plan. The organizational team will
develop the CERT course specific to Orange County's needs. The instructional teams will teach
at least 100 citizens in the CERT methodology. The list of trained volunteers will be maintained
by the Orange County Citizens Corps.

Reduce citizens' injuries when performing emergency work

Provide practical experience to citizens in performing limited emergency work
Measurement #4
Reduce by 50% the number of injuries sustained by trained citizens while performing emergency
work. This would be measured by first administering a survey on previous injuries during
disasters during the first CERT meeting to establish a baseline. Follow-up would involve
administering surveys to the trained citizens after each disaster to determine whether the citizens
sustained any injuries while assisting their neighbors post-disaster.

Concurrent to Goal #3
Reduce by 50% the number of assistance calls to neighborhoods containing CERT volunteers
within the first 72 hours of a disaster. This would be measured by tabulating the number of calls
for service to that neighborhood area during the first 72 hours as collected by the 9-1-1 center
and compare that number to a previous similar disaster that affected the same area. Interviews of
responders, and CERT members who worked in the area would also be included.

Budget
The Orange County Emergency Preparedness and Response Team training will require
equipment, supplies and assorted other materials to accomplish the aforementioned goals. To
train a minimum of 100 citizens, our trainers will conduct classes of not less than five citizens in
each class with an optimum of 10 students in each class.
The instructional teams will require burn pans to complete the fire extinguisher training. Two
pans are requested so that simultaneous classes maybe conducted. Also towels and blankets will
be utilized for training during applicable parts of the curriculum.
The necessary supplies included in the budget consist of fire extinguisher refills, medical
supplies, personal protective equipment (hard hats, gloves, goggles), meals for the planning and
instructor training team, and snacks for participants during the training. All food costs are based
upon state meal and snack rates. It is envisioned that the participants will be allowed to keep
their issued personal protective equipment to begin the creation of their individual CERT kits.
An exercise will be conducted at the conclusion of training the target number of volunteers. The
exercise is foreseen to incorporate all skills learned through the curriculum. This will necessitate
the use of similar supplies used during training, as well as the procurement of lunch for all
participants, instructors and evaluators.
A provision for $100 is included for the purpose of obtaining miscellaneous office supplies. The
total award request is $10,000.00

MEMORANDUM OF UNDERSTANDING
THIS MEMORANDUM OF UNDERSTANDING (MOU) is entered into by and between the

State of North Carolina, Department of Crime Control and Public Safety, Division of Emergency
Management (hereinafter NCEM), Subgrantor, and Orange County Emergency Management, Subgrantee.
WHEREAS, the Community Emergency Response Team (CERT) program provides a structured
opportunity for citizens to augment local emergency response activities. Trained teams can help in saving
lives and protecting property when communities' professional response resources aze insufficient or
depleted; and
WHEREAS, NCEM is the designated agency for the disbursement of CERT grant funds for
developing, training, equipping and maintaining local Community Emergency Response Teams.
NOW, THEREFORE, in consideration of the following covenants between the parties, NCEM
shall provide Ten Thousand Dollars ($10,000) to Orange County Emergency Management. The payment
shall be made in a timely manner after receipt of the executed MOU and letter requesting payment.
For and in consideration of this payment, the subgrantee agrees:
To develop, train, equip and maintain the number of CERT teams and/or citizens as
indicated in the grant proposal submitted (NCEM).
2. To conduct training in accordance with the curriculum developed and disseminated
by the Federal Emergency Management Agency. Training other than the 21-hour
CERT curriculum will not be advertised as the FEMA CERT course.
3. To spend or commit to be spent the aforesaid funds on or before December 31,
2003, in accordance with guidelines contained in NCEM's "Request for Grant
Proposals" and this Memorandum of Understanding.
4. To maintain all receipts for expenditures made with CERT grant funds, which

expenditures maybe audited within three (3) years of the date of the subgrant.
5. To provide NCEM written or electronic-mail reports on or before October 15,
2003, and January 15, 2004. These reports shall contain the following information:
i. Number of citizens being trained and having completed training within the 3-
month period preceding the report, i.e., the October 15 reporting period shall
contain activities for July 1 -September 30; the January 15, 2004 reporting
period shall contain activities for October 1-December 30, 2003. "Training"
means classes. conducted in accordance with the curriculum developed and
disseminated by the Federal Emergency Management Agency. Any other
training, speeches, meetings, etc., pertaining to the CERT program shall be
reported under the category "Other Training Conducted."
ii. If "in-house" CERT train-the-trainer courses are held, the number of emergency
responders and/or citizens trained as instructors.
iii. Amount of grant funds spent or committed to be spent to date.
iv. Concerns regarding use of the grant allocation or meeting training goals.
Include any suggested remedies.
v. Examples of emergency and non-emergency uses of CERT in the community.
6. ~ To submit to the CERT Program Manager rosters of all CERT training conducted,
including "in-house" train-the-trainers, which rosters shall include the students'
names, addresses, social security numbers.and if available, a-mail addresses.
7. To list the local CERT program(s), including the, number of teams, on the "CERT
State Directory" at FEMA's web site: http://training.fema.gov/EMIWeb/CERT .
8. That failure on the part of subgrantee to comply with any of the above requirements
may result in the return of any unspent subgrant funds.

NOW, THEREFORE, in consideration of the following covenants between the parties, the
NC Division of Emergency Management shall provide $10,000.00 to the Orange County
Emergency Management to conduct CERT activities in accordance with this MOU.
For and in consideration of this payment, the Orange County Emergency Management
agrees to the completion of its CERT goals and objectives on or before December 31, 2003. The
aforesaid funds must be accounted for to the Division of Emergency Management in accordance
with the guidelines set forth in this MOU. It is further understood and agreed that any funds not
expended by that date in support of CERT shall revert to the Division of Emergency Management.
This MOU is entered into this the 8th day of July, 2003.
