BACKGROUND: Various uses within the EDD manual are noted as a Class A or B Specia! Use Permit without specific standards. Schools are not presently permitted in the Buckhorn EDD, but a proposed amendment to the permitted use table, if approved, would make them a Class A Special Use. Staff has developed a list of special use standards for schools that would be combined with the general standards. The list is attached. FINANCIAL IMPACT: None at this time. RECOMMENDATION(S): Planning Staff recommends approval of the proposed amendment. The Administration recommends that the proposed amendment be referred to the Planning Board for a recommendation to be returned to the BOCC no sooner than October 1, 2003. Section 7: Add a new section 8.8.29 entitled Schools, Elementary, Middle and Secondary and Schools, Vocational (Class A Special Use to read as follows: 8.8.29- Schools, Elementary. Middle and Secondary and Schools, Vocational (Class A Special Use) Additional Information In addition to the information required in 8.2, 8.6 and 8.8, the following information shall be submitted as part of the application: a. Twenty-six copies of the site plan prepared in accordance with Article 14.2 of the Zoning Ordinance and with the following additional information shown on the plan: 1. Total student capacity of school as designed 2. Total number of employees at time of greatest shift 3. Number and dimension of designated parking spaces for school buses 4. Number of designated parking spaces for employees 5. Number of visitor parking spaces - 6. Location of student drop off points with stacking spaces identified 7. .Location of all proposed and future athletic fields and structures a. Total number of seats for spectators b. Location of concession stands, if any anticipated 8. MTC Overlay District 9: Proposed public roadway improvements 10. Existing and proposed infrastructure improvements (water and sewer). 11. Estimated water usage for structures, landscaping and athletic fields b. Twenty-six copies of Landscape Plans showing the locations of existing vegetation, areas proposed for preservation as well as plants and materials for proposed planting areas Q c. Six copies of photometric plans showing proposed locations and types of"lighting fixtures, heights, and areas of lighting coverage Standards of Evaluation The following specific standards, as well as those found in the EDD Design Manual, shall be used in deciding upon an application for approval: a. The minimum lot size shall be 15 acres and shall be adequate to accommodate all proposed activities, including safe vehicular and pedestrian circulation, and the maximum number of participants for any single event. b. Negative visual impacts shall be minimized along any major roadway. Negative visual impacts include, but are not limited to, loading/unloading areas, delivery areas, air handling units (roof top and other), parking areas for machinery, and storage buildings. Appropriate screening methods shall be used to enhance the aesthetic value of a project. c. The traffic impact analysis shall be performed by a qualified traffic engineer or by the NCDOT. d. The site shall be designed to take advantage of multiple shared use opportunities. e. There shall'be a minimum of two access points to the site. One access shall be limited to bus use only. Other access points shall be located to provide maximum visibility and safety. No driveway shall be permitted in a location that will hinder or congest traffic movement on a public street. The Special Use Permit approval shall be valid for three (3) years. If no permits have been obtained within the three year period the Special Use Permit shall become null and void. dR~-~oa3_~os a' as = ~. o d 3 Text Amendments to Article 8 of the Orange County Zoning Ordinance (Spe a ~ 0.~ Uses) a. Amend Article 8 to create special use standards for "Schools, elementary, middle, and high," that meets general standards as well as zoning district requirements in the I-85/Buckhorn Road EDD. Craig Benedict said that if elementary, middle, and secondary schools are added as a class A special use, then special use standards are needed. Smart growth principles are suggested to be added. Commissioner Gordon asked if another public hearing would be necessary if smart growth principles were added. Craig Benedict said that it can be included in tonight's discussion and be incorporated into class A special use standards. Commissioner Gordon made reference to page four of the packet and the 15 criteria for a special use permit for schools. She suggested looking at pages 25-33 to examine the smart growth and other criteria listed there and see if the criteria are relevant for schools. In comparison to the school criteria, the criteria listed on those pages for subdivisions are much more detailed. Commissioner Jacobs said that we should incorporate these principles as noted by Commissioner Gordon in our smart growth design for all schools, including the new high school Chair Brown said that there is a list that staff generated with many items that should be incorporated for smart growth with the schools. Commissioner Halkiotis said that the Board of County Commissioners paid for that list, so it should be incorporated. There was no public comment for this item. Motion: A motion was made by Commissioner Jacobs, seconded by Commissioner Halkiotis to accept the Planning Staff's recommendation to refer the proposed amendment to the Planning Board for a recommendation to be returned no sooner than October 1, 2003.
