PURPOSE: To hear a brief report on two residential developments proposals within the Town of
Hillsborough's extraterritorial jurisdiction (ETJ).
BACKGROUND: The Town of Hillsborough and Orange County have developed a joint courtesy
review agreement with a few amendments over the last year. Both of these proposals are within
Hillsborough's ETJ and have requested annexation. Planning staff's comments address a variety
of planning issues and the attached reports highlight those comments.
FINANCIAL IMPACT: There is no direct financial impact at this time.
RECOMMENDATION(S): The Manager recommends that the Board receive the report, offer
comment for inclusion into a transmittal to the Town of Hillsborough, or forward a letter to the
Mayor to request a joint meeting.

PROJECT: VILLAGES AT MEADOWVIEW
A. GENERAL INFORMATION
1) Jurisdiction Hillsborough
2) Annexation Applicant has indicated their desire to be annexed into the Town limits
Proposed and Hillsborough staff is currently preparing a financial analysis of the
proposal. Whether within Hillsborough or Orange County, the
transportation impacts need to be addressed by improvements and
dedications.
3) Applicant: Tri -Star Development
4) Description of Rezoning /Special Use Permit request from Tri -Star Development to rezone
Proposal: 33.52 acres on the northwest corner of Orange Grove Road and Eno
Mountain Road from R -20 to Mixed Residential Special Use. A small portion
of the property is located on the northeast comer of Orange Grove Road and
Eno Mountain Road to Mixed Residential Special Use. District requires
submittal of development plan along with this rezoning. Proposed plan shows
48 condos, 30 patio homes, 192 apartments, an assisted living facility, a
community center and related services.

Process before the Board votes to approve, deny or approve with conditions,
public comments are heard.
C. TRANSPORTATION ISSUES
1) Access Access to the site is from Eno Mountain Road and Orange Grove Road.
Right and left hand turn lanes are only proposed at the Orange
Grove Road entrance, See comments under C6.
2) Connectivity Issues Project is not designed in such a way as to provide future connectivity to
any future or existing developments. A frontage road area should be
reserved near Virginia Cates Road to provide a future intersection
opposite Heritage Hills Town homes since Virginia Cates Road has a
difficult access point so close to the bridge overpass.
3) Pedestrian /Bike Pedestrian paths are located throughout the proposal, primarily at the
Improvements perimeter of the site
4) Traffic Impact Study: Yes
5) Public Transportation Applicant proposes to use private transportation for this development

in lieu of public transportation. Provisions should be made for
residents to have access to public transportation through a bus
stop area.
6) Comments a)
Based upon initial courtesy review comment OC staff provided earlier in
the processing of this application, sidewalks have been included along
Orange Grove Road. Sidewalks should also be along Eno Mountain
Road.
b)
Right -of -way dedication and improvements to achieve ultimate width o
Orange Grove Road, and Eno Mountain Road consistent with the Oran e
Grove Road Study is recommended which also includes bikelanes.
c)
Dedication or reservation of the proposed Mayo Street/Eno Mountain
Road future realignment. This is an excellent opportunity to address an
existing poor traffic circulation pattern and provide for one intersection
that would . be appropriate for the installation of a traffic light. This
would provide an alternative north /south route to alleviate existing
congestion along Churton Street (NC 86).
d)
If realignment dedication of Eno Mountain /Mayo Street is not offered,
then intersection improvements at Orange Grove Road /Eno Mouuntai
Road are necessary. Traffic study shows an overcapacity situation to e
exacerbated by this project.
D. ENVIRONMENTAL ISSUES
1) Open Space Proposed Yes 2) Acreage 828,816 sq. ft.
3) Analysis /Comments Open space will provide on -site private recreational opportunities for tt
residents and exceed the minimum open space required by the Town
(145,997 sq. ft). The applicant also proposes a variety of private
recreation for the residents including hobby /crafts, exercise programs,)
etc.

intended use as a retirement community is expected to generate little,
if any, growth in the student population.

3) Police Protection" Orange County will provide police protection until this property is annexed.
4) EMS: Emergency services provided by Orange County.

this rezoning. Proposed plan shows 70 detached single family lots, 3§
townhomes, 144 limited care apartment units, a 72 bed assisted care
facility and related service and recreation buildings.

B. APPROVAL PROCESS
1) Approval By Hillsborough Town Board with recommendation from Town Planning
Board
2) Summary of Public Hearings are held to discuss the merits of the application and,
Process before the Board votes to approve, deny or approve with conditions,
public comments are heard.
C. TRANSPORTATION ISSUES
1) Access There will be two entrances from Hwy 70 into the project. Applicant is
required to construct right and left turn lanes for both entrances. Traffic
lights are not being required.
2) Connectivity Issues Access to site is from Hwy 70, with stub -out to Corbin Street.
Ideally, this stub -out would be constructed to allow connectivity
with Corbin Street without requiring all traffic to be routed onto US
Hwy 70.
3) Pedestrian /Bike Pedestrian paths are located throughout the proposal, primarily at the
Improvements perimeter of the site.
4) Traffic Impact Study None Proposed. A traffic impact study should be conducted.
5) Public Transportation Applicant proposes to use their own transportation for this
Opportunities development in lieu of public transportation. Provisions should be
made for residents to have access to public transportation.

6) Comments a) Bonding /funding for future sidewalks along Hwy 70 would be
appropriate.
b) Dedication along Hwy 70 to allow for required right -of -way width in
accordance with DOT standards.
D. ENVIRONMENTAL ISSUES

3) Analysis /Comments Open space will provide on -site private recreational opportunities for the
residents and exceed the minimum open space required by the Town
(10 %). Recreational provisions include extensive walking trails and
community gardening. The facility is also proposing various athletic and
educational /hobby programs for the residents.

protected shall be provided by Orange County Sheriff's Department.

G. LAND USE ISSUES
1) Surrounding Land Uses Residential with some commercial north of the site along Hwy 70

3) Comments: Consideration should be given to provide a percentage of low- income
units for the citizens of Hillsborough and Orange County
H. ADDITIONAL COMMENTS
There will be financial burdens placed upon the County with regards to providing public
services for this project as outlined in Section F, above. These impacts will be incurred
regardless of annexation request being approved by the Town of Hillsborough.
