PURPOSE: To consider appointments to the Human Services Advisory Commission (HSAC).
BACKGROUND: All members of the Human Services Advisory Commission are appointed by the
BOCC. This Commission is a planning and evaluative body that is responsible for making
recommendations to the BOCC concerning human service programs. It develops, reviews, and
evaluates programs, and offers counsel to human service agencies. It reviews the annual funding
applications of non-profit groups to the County. In addition, each September the Commission plans and
coordinates a public forum on a human services issue facing the community. Commission membership
is a combination of agency-based and at-large representatives.
The following positions are currently vacant and the following persons have been recommended to fill
these vacancies:

The Orange County Human Services Advisory Commission reviewed all
applicants for At-Large Position Vacancies and recommend both Ms. Rita
Gonzalez-rlackson and Ms. Phyllis Horton for t ~e io At- arge Vacan s

Ms. Gonzalez is a resident of Hillsborough Township and would fill Position No.
15, replacing David Thompson; Ms. Horton is a resident of Hillsborough
Township and would fill Position No: 16, replacing Saul Liss.
All members of the Human Services Advisory Commission are appointed by the
BOCC. This Commission is a planning and evaluative body that is responsible
for making recommendations to the BOCC concerning human service programs.
It develops, reviews, and evaluates programs, and offers counsel to human
service agencies. It reviews the annual funding applications of non-profit groups
to the County. In addition, each September the Commission plans and
coordinates a public forum on a human services issue facing the community.
Commission membership is a combination of agency-based and at-large
representatives. The Commission seeks members who would bring both
programmatic and community perspectives to the table. The Human Services
Advisory Commission is also committed to increasing the diversity of Council
members -and committed to preserving a geographical balance of representation
whenever possible.
Examples of reasons the Commission believes these two applicants would be
strong contributors:
• Ms. Gonzalez Jackson is a business entrepreneur with a history of strong
civic involvement. Her interests include cross-cultural relations, youth
involvement, computer literacy, and challenges facing the Hispanic-Latino
community. Her ethnicity, bi-lingual ability, and previous volunteer
experience would add value to the work of the HSAC. She has been
contacted and is very interested in serving.

Ms. Phyllis Horton is a training and education consultant involved in
programs to benefit youth and families. She previously taught science and
social studies at the middle school level. She is interested in community
liaison roles. Her educational background and professional concerns
would add value to the work of the HSAC. She has been contacted and is
very interested in serving.
At their regular meeting on Monday, April 7, the Human Services Advisory
Commission took the following action:
Motion to nominate Ms. Gonzalez-Jackson and Ms. Phyllis Horton for
recommendation to the BOCC to fill At-Large Vacancies.
Motion made by HSAC member Cheryle Atwater; Seconded by HSAC member
Pat Vandivere. The motion carried unanimously.

COUNTY ADVISORY BOARDS AND COMMISSIONS
I agree by my signature below that, if appointed, I pledge to comply with the following ethics guidelines for
advisory boards and commissions as adopted by the Orange County Board of Commissioners.
Members of advisory beards and commissions shall not discuss, advocate, or vote on any matter in
which they have a conflict or potential conflict of interest or an interest which reasonably might appear
to be in conflict with the concept of fairness in dealing with public business. A conflict of interest or a
potential conflict oxurs ff a member has a separate, private, or monetary interest, either director
indirect, in any issue or transaction under consideration. Any member who violates this provision may
be subject to removal from the board or commission.
If an advisory board or commission member believes he/she has a conflict or potential conflict of
interest on a particular issue, then that member should state this belief to the other members of
his/her respective advisory board or commission during the board or commission's public meeting.
The member should state the nature of the conflict, detailing that he/she has a separate, private, or
monetary interest, either direct or indirect, in the issue or transaction under consideretion. The
member should then excuse himself/herself from considering and voting on the matter. In cases
where an advisory board or commission member declares a conflict or potential conflict of interest, the
member shall excuse himself/herselfirom the board table/voting area until all discussion,

Any advisory board or commission member having questions or needing assistance regarding the
interpretation of these ethics guidelines or other conflict of interest matters should contact the
administrative staff for the respective board or commission. Staff wdl assist the member with
questions and interpretations and may provide a recommendation on whether or not the advisory
board or commission member should'excuse himself/herselffrorn voting. The member may request
that the staff respond in writing. Staff may contact the County Manager for any additional assistance.

Members of advisory boards and commissions shall not discuss, advocate, or vote on any matter in
which they have a conflict or potential cxutiiGd of interest or an interest which reasonably might
appear to be in calftiCt with the concept of fairness in dealing wdh public business. A conflid of
interest or a potential conflict occurs if a member has a separate, private, or monetary interest, either
