PURPOSE: To consider appointments to the Hillsborough Board of Adjustment.
BACKGROUND: There are three Extraterritorial Jurisdiction seats on the Hillsborough Board of
Adjustment, two of them Regular and one, Atternate.
Regrettably, Mr. James G. King, Chair, passed away on May 4, 2003, and Mr. O.B. Hollins finished his
second term in March of this year. This leaves two Regular vacant seats.
In addition, Mr. Bill Crowther, serving as an Alternate ETJ member, has requested to be moved to a
Regular position.
The Town of Hillsborough has notified the Clerk's office that -the Town Board adopted, on May 12, 2003 a
"Resolution Requesting an Appointment to an Extraterritorial Jurisdiction Seat on the Hillsborough Board of
Adjustment." The Town is thereby recommending 'the appointment of Mr. Richard L. Silverman, 205 Saponi
Drive, Hillsborough, N.C. 27278 to a Regular. ETJ seat.
FINANCIAL IMPACT: None.
RECOMMENDATION(S): Consider appointments to the Hillsborough Board of Adjustment as follows:
consider moving Mr. Bill Crowther from his current Alternate ETJ seat to a Regular ETJ seat, with term
expiration date of March 31, 2006; and consider appointing one member to a Regular Extraterritorial
Jurisdiction seat, as the Board may decide.

TO AN EXTRATERRITORIAL JURISDICTION SEAT
ON THE HILLSBOROUGH BOARD OF ADJUSTMENT
WHEREAS, as a result of the end of a Lem, it is noces.4aty W appoint a person to a seat reserved on the
Hillsborough Board of Adjustment for persans rzsiding within the town's extraterritorial plerming jwisdiction;
and
Wl~REAS, by state statute and town ordinance, the Orange County Board of Commissioners initially has the

NOW, THEREFORE, THE BOARD OF COMMISSIONERS OF TIC TOWN OF HILLSBOROUGH
RESOLVES:
Section 1. The Orange Couiriy Bayard of Comrnissionears is respectfully requested to appoint the
following individual to the unexpired term of an ETJ seat on the Hillsborough Boatel of Adjustment, whose

Volunteer Experience: I have been very active on the North Carolina Hunter Jumper Association as a board

doing it again this year. We are a charity horse show and raised $35,000 for the UNC Pediatric Oncology
Division and also, $5,000 for the NC State Vet School.
Education: I have a BS in Management from Northeastern University in Boston,MA. In addition, I am a
Certified Financial Planner.
