PURPOSE: To consider renewal of a contract that enables the County Solid Waste
Management Department to provide separated food waste collection services to commercial
establishments throughout Orange County.
BACKGROUND: For the past four years, Brooks Contracting of Goldston, North Carolina has
provided food waste collection and composting services to Orange Community Recycling.
Brooks provides storage carts, collects food waste, and composts it at its facility in Chatham
County. This contract represents a renewal of the existing agreement to collect from
establishments willing to separate food waste.
Included in this renewal are additional tonnage allowances that provide for the addition of two
University of North Carolina collection sites. These sites are the Friday Center and Lenoir Hall
Cafeteria. The cost of these two is estimated to be $25,000 per year.
FINANCIAL IMPACT: The cost of this contract is estimated at $105,000 annually. It is
projected that Brooks Contracting will collect up to 1,100 tons of food at $77.25 /ton. Any
amount over that tonnage would cost an additional $56.65 per ton.
RECOMMENDATION(S): The Manager recommends that the Board approve the service
contract with Brooks to collect and compost food waste and authorize the Chair to sign the
agreement, subject to final review by Staff and the County Attorney.

ADDENDUM TO FOOD WASTE
CONTRACT
Addendum to that certain Agreement effective July 1, 2002, between The County of
Orange, on behalf of its Solid Waste Department, hereinafter referred to as "County" and
Brooks Contractor, herein referred to as "Contractor" for the collection and composting
of food waste from participating business establishments located in Orange County.
In consideration of the mutual promises and conditions set forth herein, the County and
Contractor agree to amend the Agreement as follows:
1. The agreement to be amended to extend the contract period until June 30, 2004.
2. The cost per ton shall increase 3% from 75.00 to $77.25 for the first 1,100 tons
collected.
3. Additional tons collected above 1,100 shall be charged at $56.65, a 3% increase
over the current price of $55.00.
4. The two ton minimum per month per site shall be eliminated from the contract.
5. Two Harris Teeter stores, # 223 and # 117, shall be billed at $500.00 per site per
month and their tonnage reported separately from other billed tonnage.
