PURPOSE: To approve budget ordinance amendments for fiscal year 2002-03.
BACKGROUND:
Department of Social Services
1. The Department of Social Services has received notification from the State of additional funds
totaling $159,130 for child-care subsidies to low-income families. To date this fiscal year,
approximately 1,023 children and their families have benefited from this program. This budget
amendment provides for the receipt of these additional State funds and brings the budget for this
program to $3,442,299 for fiscal year 2002-03. (See Attachment 1, column #1)
Health Department
2. The Health Department has received notification from the North Carolina Division of Public
Health of additional Aid to Counties grant funds totaling $25,000 for fiscal year 2002-03. This
grant had previously .been cut by $8,740. The Division of Public Health has strongly
recommended that these additional funds be used for bioten'orism preparedness and response
related expenditures. As such, these funds will be used for training and to offset existing
personnel expenses related to the bioterrorism preparedness and response efforts already
underway in Orange County. This budget amendment provides for the receipt of these additional
funds. (See Attachment 1, column #2)
FINANCIAL IMPACT: Financial impacts are included in the background information above.
RECOMMENDATION(S): The Manager recommends that the Board of County Commissioners
approve the attached budget ordinance amendments.

A motion was made by Commissioner Halkiotis, seconded by Commissioner Jacobs to close
the public hearing.
VOTE: UNANIMOUS
8. ITEMS FOR DECISION -CONSENT AGENDA
A motion was made by Commissioner Halkiotis, seconded by Commissioner Jacobs to approve
those items on the consent agenda as stated below:
a. Minutes
The Board approved minutes (with corrections as submitted by Commissioner Gordon) from
the following meetings: March 5, 2003- regular meeting; March 24, 2003-regular meeting; and March 25,
2003-work session.
b. Appointments
1. Nursing Home Community Advisory Committee
The Board reappointed Margaret F. Hudson to the Nursing Home Community Advisory
Committee (NHCAC)
c. Boundary Survey of Two Farms for Agricultural Conservation Easements
This item was removed and placed at the end of the consent agenda for separate
consideration.
d. Budget Amendment #11
The Board approved budget amendments for the Department of Social Services and the
Health Department for fiscal year 2002-03.
e. Housing Bond Policy -Land Banking Policy Approval
This item was removed and placed at the end of the consent agenda for separate
consideration.
f. North Carolina Governor's Hiahwav Safety Grant Application
The Board accepted a resolution from the North Carolina Governor's Highway Safety
Program to proceed with an Orange County grant application.
g: Consolidated Housing Plan Annual Update/HOME Program
This item was removed and placed at the end of the consent agenda for separate
consideration.
h. Change in 6000 Regular Meeting Schedule
The Board amended its regular meeting calendar by adding a Legislative Breakfast Meeting
with Orange County's Legislative Delegation on Monday, May 19, 2003 starting at 7:30 a.m. at Mama
Dip's Restaurant, 408 West Rosemary Street, Chapel Hill, North Carolina and by changing the starting
time of the Quarterly Public Hearing scheduled for•Tuesday, May 27, 2003 to 7:00 p.m. to be held at the
F. Gordon Battle Courtroom, East Margaret Lane, Hillsborough, North Carolina.

c. Boundary Survey of Two Farms for. Agricultural Conservation Easements
The Board considered a proposal for professional services associated with a survey of two
farm properties from which Orange County is purchasing agricultural conservation easements and
considered authorizing the ERCD to work with the Purchasing Director in executing a contract with
Brady H. Goforth and Associates for a survey of the Cheek farm and with Landmark Surveying, Inc. for a
survey of the Walters farm, both for use by Orange County in acquiring agricultural conservation
easements.
Commissioner Jacobs asked about the easement on the Walters property. Rich Shaw said
that this was 228 acres and is permanent protection. Commissioner Jacobs wanted to make a
statement on our progress with permanent land protection.
A motion was made by Commissioner Jacobs, seconded by Commissioner Halkiotis to
authorize ERCD to work with the Purchasing Director in executing a contract with Brady H. Goforth and
