PURPOSE: To consider appointing one member and one alternate to the Triangle J Area
RTAC and to provide comments regarding bylaws (TAC and TCC).
BACKGROUND: The Triangle Area Rural Transportation Planning Organization (RPO) was
chartered August 28, 2002, with the Triangle J Council of Governments (TJCOG) as Lead
Planning Agency. The Rural Transportation Advisory Committee (RTAC), the policy making
body for the RPO, is composed of one county commissioner representing each county, one
municipal elected official representing the municipal interests in each county, one member of
the Triangle J Council of Governments (ex-officio), and a member of the North Carolina Board
of Transportation representing the Department of Transportation. In order for the RPO process
to move forward, each governing body should appoint a representative, and an alternate, to the
RTAC.
As a member of the Triangle Area RPO, Orange County's Board of Commissioners needs to
elect one Commissioner to serve as the voting member on the RTAC. It is recommended that
an alternate also be elected.
The County Commissioners are not asked to adopt the bylaws, but should review the draft
documents and provide comments to their representative when elected. A list of draft
