PURPOSE: To award a proposal for professional services associated with a survey of two farm
properties from which Orange County is purchasing agricultural conservation easements.
BACKGROUND: In September 2002, Orange County was awarded $784,155 from the US
Department of Agriculture Farmland Protection Program to help the County purchase
conservation easements on three farms: Cheek farm (Chapel Hill /Bingham townships), Walters
farm (Cedar Grove Township) and Ward farm (Cedar Grove Township). Orange County
accepted the federal grant with the signing of a Cooperative Agreement in October 2002.
ERCD is working with all three farms to develop the terms of the conservation easements. The
easements will operate as perpetual deed restrictions, which will assure that the land will remain
available for farming. The County needs both the Cheek and Walters farms surveyed in order
to proceed with the conservation easements. (The Ward farm was surveyed recently and does
not require a new survey.) The surveyor will prepare a plat for recording the easement. The
surveyor will also flag the property boundaries and mark all corners with irons.
Orange County solicited bids from four local surveyors. Responses were received from three
firms. ERCD, in consultation with the Purchasing and Central Services Department,
recommends awarding the Cheek farm survey to Brady H. Goforth and Associates (total
estimated cost of $5,500) and the Walters farm survey to Landmark Surveying, Inc. (total
estimated cost of $8,100).
County policy requires Board approval for expenditures with licensed professionals, specifically
architects, engineers and surveyors.
FINANCIAL IMPACT: The anticipated cost of two surveys is $13,600. Funds for this work will
come from the County's Lands Legacy Fund.
RECOMMENDATION(S): The Manager recommends that the Board authorize ERCD to work
with the Purchasing Director in executing a contract with Brady H. Goforth and Associates for a
survey of the Cheek farm and with Landmark Surveying, Inc. for a survey of the Walters farm,
both for use by Orange County in acquiring agricultural conservation easements.

Lemola Ayshire Farm (75.25 acres)
Orange County, North Carolina
Orange County needs a boundary survey for a farm property located in the southern
part of the county. The County is working with the owners of Lemola Ayshire Farm on
an agricultural conservation easement. The conservation easement will be on a 75 -acre
portion of the farm, which is owned by Everett and Lewis Cheek.
The property is located northwest of Carrboro along both sides of Dairyland Road
(Chapel Hill and Bingham townships). About one -half of the property is open land; the
other half is in hardwoods. Morgan Creek runs through the middle of the farm. The
property is identified by Orange County Lands Records as P.I.N. 9850 -96 -5741 and Tax
Map number 7.21..14. A map of the property is attached
We want the entire property surveyed with boundaries flagged and corners marked with
irons. The accuracy should be appropriate for recording the plat. The survey plat is
desired as soon as possible and no later than June 30, 2003. The final marking of
boundaries and corners may be completed by the end of July.
