NORTH CAROLINA
RESOLUTION REGARDING
ORANGE COUNTY LEGISLATIVE MATTERS
WHEREAS, the North Carolina General Assembly has in past
years enacted special. interest legislation that has had the
effect of eroding the property tax base, thereby weakening local
governments' ability to adequately perform their designated
functions; and,
WHEREAS, the Orange County Board of Commissioners opposes
these actions;
NOW THEREFORE BE IT RESOLVED by the Board of County
Commissioners of Orange County that the Board hereby requests
the Senator and Representatives representing Orange County take
the following positions on legislation regarding the following
matters:
1) Oppose Senate Bill 512, version 1, a copy of which is
attached as Exhibit A, and oppose all subsequent versions
or other bills that seek to change the method of
valuation for a motor vehicle for local property tax
purposes from the current standard of its true value in
money to any other standard, including the vehicles'
wholesale or "trade-in" value as proposed in ,the bill.

The true value of a motor vehicle in money is its market
value, the same value placed on other real and personal
property.
Upon motion of Commissioner seconded by
Commissioner the foregoing resolution was adopted
this the 1~ day of 2003.
I, Donna Baker, Clerk to the Board of Commissioners for the
County of Orange, North Carolina, DO HEREBY CERTIFY that the
foregoing is a true copy of so much of the proceedings of said
Board at a meeting held on ~ 2003 as relates in any
way to the adoption of the foregoing and that said proceedings
are recorded in Minute Book No. ~ of the minutes of said
Board.
