NORTH CAROLINA RESOLUTION OF THE ORANGE COUNTY
BOARD OF COMMISSIONERS CONCERNING
AN ASPHALT PLANT ON VALLEY FORGE
ORANGE COUNTY ROAD
WHEREAS, Orange County financially supports Orange
Industries. Orange County owns the property located on
Valley Forge Road on which is located the Orange
Industries sheltered workshop. This property and the
workshop are located next door to a proposed asphalt
plant; and
WHEREAS, because of the almost certain adverse
impacts that an asphalt plant would have on the
handicapped people working at Orange Industries sheltered
workshop.
NOW, THEREFORE, BE IT RESOLVED that:
1. Orange County supports the Town of
Hillsborough's adopting a moratorium on .the approval of
permits for an asphalt plant operation on or in the
vicinity of Valley Forge Road.
2. Orange County supports any such moratorium
applying to any applications pending for which
Hillsborough zoning permits have not been issued.
3. The Board of County. Commissioners authorizes
the County Attorney to present its positions on a
moratorium on the approval of permits for an asphalt
plant operation on or in the vicinity of Valley Forge

Road at the April 22, 2003 public hearing scheduled by
the Town of Hillsborough to consider a moratorium for new
manufacturing operations of Petroleum products (including
asphalt plants).
3. Orange County stands ready to work with the
Town of Hillsborough in whatever appropriate way may be
helpful to study and/or resolve this issue.
Upon motion of Commissioner Jacobs, seconded by
Commissioner Halkiotis, the foregoing resolution was
adopted this the 15th day of April, 2003.

Commissioners. for the County of Orange, North Carolina, DO
HEREBY CERTIFY that the foregoing is a true copy of so
much of the proceedings of said Board at a meeting held on
April 15., 2003 as relates in any way to the adoption of
the foregoing and that said proceedings are recorded in
the minutes of said Board.
