Capital Project Ordinance ~ e_
Be it ordained by the Orange County Board of County Commissioners that pursuant to Section
13.2 of Chapter 159 of the General Statutes of North Carolina, the following. capital project is
..hereby adopted.
Section 1. The.. project authorized provides funds for the acquisition of agricultural
conservation easements to help preserve County .farmland with a priority placed
on farms- with a -strong. conservation track record in water supply watersheds.
Financing for the project. includes proceeds from private. placement loans and
federal rant funds from the U
g SDA Natural Resource Conservation Service.
Section 2. The officers of the County are hereby directed to proceed with the project within
-the budget contained herein.
Section 3. The following revenue is anticipated to complete this project:: ; .

Section 5. This ordinance supersedes all previous Conservation Easement Capital Project
Qrdinances for Orange County.
Section 6. This ordinance shall be in effect from the date of adoption until June 30,

,positions, for second terms to expire March 31°, 2006.
(4) Information Technology Advisory Committee'
The`Board reappointed John Smith and Doug Noell both at-large .positions, for
second terms to expire December 31, 2005:...
(5) Orange County Planning Board
The Board reappointed Ted Triebel to a second term as the Liftle River
Township representative, with a term. expiration. date of March 31, 2046;: Noah
Ranells to a first full term as an at-large representative, with a `term expiration date of
March 31!,, 2006; and Jay Bryan, Chair, to a first ful) team as Chapel HiII Township
position,.=with a term expiration date of March 31, 2006.:.
(6) Recreation-.and Parks Advisory Council
The, Board reappointed Lorraine Parker to a second term to expire: March'31,
.2006.
c. Jail Insoection Report
The Board received the jail inspection report for January 8,_:2003from the North
Carolina Department of Heath and Human Services and the Manager's
Recommendation states that corrective action is being taken as required..
d. Hold Harm-less. Letter for Firearms Training
The Board approved the attached Hold Harmless letter with. the City of Burlington':
and Alamance Community College:; and: authorized the Chair to sign on behalf of the
Board, and directed the Managerto forward the: letter to the Cityof Burlington and
Alamance Community College.
e. Budget Amendment #9
The Board approved approving budget ordinance amendments and capital project
ordinances for fiscal year 2002-03 for Register of Deeds, Department of Social
Services, Department on Aging, Library Services, Non-Departmental., Cooperative
Extension, Housing and Community Development, and Bond and Alternative:
Financing Capital Project Ordinances.
f Rroaosed Land Donation from The Nature. Conservancy
The Board approved the donation of a 10-acre tract in Cedar Grove Township: from::
The Nature Conservancy for`future protection as a County nature preserve through
the; Lands Legacy Program and authorized the. ERCD to work with The:; Nature
Conservancy antl the County Attorney to ,prepare a-deed for-the transfer of the
subject property to Orange County..
