. Recreation and Parks Facilities -Soccer Superfund
Capital Project Ordinance
Be it ordained by the- Orange County Board of County.. Commissioners that pursuant to
...Section 13.2. of Chapter 159 of the General Statutes of North Carolina, the following
capital project is hereby adopted.:
Section 1. The project authorized provides funds to construct soccer fields at both
existing.. and future park sites located throughout the County. Proceeds
from the 2001 voter approved bonds finance the project.
Section 2. The officers ofithe County are herebydirected to proceed with the project
within the budget contained herein.
Section 3. The following revenue is anticipated to complete this project: ',

Section 7. This ordinance shall be in' effect from the original date of adoption, March
24, 2003 until June 30, 2005.

A motion was made by Commissioner Halkiotis, seconded by Commissioner Jacobs to ~ L°.

The Board approved .:minutes from the following meetings: January 25, 2003 Board
Retreat; January 27, 2003 work session. (with corrections];. and February 17, 2003
:regular meeting;
b. Appointments
{1) Carrboro NTA Advisory Committee
The Board reappointed Jay Bryan to a second term, which will. expire January 31-,
2006.
(2) Carrboro Planning Board.
The Board reappointed Robert C. Hogan, Jr. for a second term as an ETJ
representative, which will expire February 28, 2006.
(3) Historic Preservation Commission
The Board reappointed Rob Golan and Ms. Dade Georgiade, both at-large
positions, for second terms to expire March 31, 2006.
{4}..Information Technology Advisory Committee
The Board reappointed John Smith and Doug; Noell both at-:large .positions, for
second terms to expire .December 31, 2Q05,.
(5) Orange GountV Planning Board
The Board reappointed Ted Triebel to a second term as the Little River
Township; representative, with a term expiration date of March 31, 2006;'.. Noah
Ranells to a first full'. term as an at-large representative, with a term expiration date of
March 31', 2006; and Jay Bryan, Chair,.. to a first full term as Chapel Hilf Township
position with a term expiration date of M-arch 31, 2006:.
(6) Recreation and RarksAdvsorY Council
The Board reappointed Lorraine 'Parker to a second term to expire March,31,
2006.
c. Jail Inspection Report+:
-The Board. received the jail inspection report for January 8 2003 from! the North:
Carolina. Department of Health and Human Services and the Manager's
Recommendation states that corrective action is being taken as required..
d, Hold Harmless Letter for Firearms Training
The Board approved the attached_Hold Harmless letter with. the City of Burlington
and Alamance Community College; and'. authorized the Chair to sign on behalf of the
.Board-;:and directed the 'Managerto forward :the. letter toc'the City of Burlington and
Alamance Community College.
e. Budget_Amendment#9
The Board approved approving budget ordinance amendments and capital project
ordinances for fiscal year 2002-03 for Register: of Deeds, Department.of Social
Services,. Department on Aging, Library Services, Non-Departmental, Cooperative
Extension, Housing. and Community Development, and Bond and Alternative:;
Financing Capital Project Ordinances'.
f. Proposed Land Donatiion from The Nature Conservancy=
The Board approved the donation of a 10-acre tract in Cedar Grove Township: from
The Nature `Conservancy for future protection as a County nature preserve through
tF~e Lands Legacy Program and authorized the ERCD to work with The; Nature
Conservancy and the County Attorney to prepare a deed for the transfer of the
subject,property to Orange County;
