Recreation and Parks Facilities -Chapel. Hill District Park
Capi al Project Ordinance
Be it ordained by the Orange County Board of County,: Commissioners that pursuant to
Section 13.2 of Chapter 159`of the General Statutes of North Carolina, the".following
capital project is hereby adopted.
Section 1. ~ The project authorized provides funds to construct a district park located
on County-owned property near the intersection of Old Highway 86 and
Eubanks Road in Chapel Nill. Plans include renovations to the house and
bam located on the property; installation of -water and sewer
infrastructure; and construction of playing felds, nature trails and a picnic
area surrounding an existing pond. ProcBeds from .the 2001 voter
approved bond fihancethe project.
Section 2. The officers of the County are hereby directed to proceed with the project
.within the budget contained herein.
Section 3. -The following revenue is anticipated to complete this project:

Section 7. This ordinance shall be in effect from the original date of adoption, March
- - 24, 2003, until June 30, 2005.

b: Aapointments
(1) Carrboro NTA Advisory Committee
The Board reappointed Jay Bryan to a second term, which wi l expire January 31,
2006.
(2) Carrboro Planning B'oard`
The Board reappointed Robert C. Hogan,.. Jr. for a second term as a'n ETJ
representative, which will expire February 28, 2006.
(3)_Historic Preservation Commission
The Board reappointed Rob Golan and Ms. Dale Georgiade, both at-large
.positions, for second terms to expire March 31, 2006'`.
(4) Information Techrtology Advisory Committee
The Board reappointed Jahn Smith and Doug Noell,; both at- arge .positions, for
second terms to expire December 31, 2005.
(5) Orancte County Planning .Board.
The `Board reappointed Ted Triebel>to a second term. as the `Little'RRiver
Township representative, with a term expiration date of March 31„ 2006;: -Noah
Ranells to a first full term as an at-large representative, with a term expiration date of
March 31',, 2006; and' Jay Bryan, Chair, to a first full term as Chapel Hill Township--
position; with.a term expiration date of March 3.1, 2006:.
(6) Recreatiion and ParksAdvisory Council'.
The Board reappointed Lorraine Parker tog second term to expire March 31,
2006.
c. ,Jail Insbection Report'
The Board..: received the jail inspection report for January 8,;2003 from: the North:
Carolina:Department of Health and Human Services and the Manager's
Recommendation statesthat corrective action is being taken as required.,
d. Hof'd Harmless. Letter for Firearms Training
The Board approved the attached Hold .Harmless letter with. the City of Burlington
and Alamance Community College;; and: authorized the Chair to sign on behaff of the
Board,:. and directedthe Manager'to forward the lette~-to'the City of Burlington and
Alamance Community College.
e. Budget Amiendment #9
The Board approved approving budget ordinance amendments and capital project
ordinances for fiscal year 2002-03 for Register of Deeds, Department of Social
Services,. Department-on Aging:; Library Services, Non-Departmental, Cooperative
Extension., Housing and Community Development, and Bond and Alternative
Financing Capital Project Ordinances.
f. Rrnaosed Land Donation from The Nature Conservancy
The Board approved the donation of a 10-acre tract in Cedar Grove Township. from::
The Nature Conservancy for future protection as a County nature :preserve through
the; Lands Legacy Program and authorized the ERCD to work with The Nature
Conservancy and the County Attorney to prepare a-deed for<the transfer of he
subject property to Orange County.
