County and School Capital Mebane 336- 227 -2031 Project Ordinances PURPOSE: To approve budget ordinance amendments and capital project ordinances for fiscal year 2002 -03. BACKGROUND: Register of Deeds 1. The Register of Deeds Office has experienced a significant increase in the number of land related transactions that are processed. While the increased volume in work has resulted in higher than anticipated expenditures for items such as supplies and temporary personnel, it has also resulted in revenue collections that are well beyond the current year budget. Staff estimates the department will generate approximately $50,000 in additional unbudgeted revenue for the remainder of fiscal year 2002 -03. This budget amendment increases the budgeted revenues to be more in line with current year receipts and allows for the expenditures related to the increased departmental activity. (See Attachment 1, column #1) Department of Social Services 2. The Department of Social Services recently received a reimbursement related to a Medicaid overpayment case. While the settlement totaled $100,000, Orange County's share is equivalent to the County's Medicaid match of 5.66 percent of the total or $5,660. The County will forward the remaining $94,340 to the State as reimbursement of its share of the settlement. This budget amendment provides for the receipt of the settlement funds and allows for reimbursement to the State for its respective share of the settlement. (See Attachment 1, column #2). 2 Department on Aging 3. On August 20, 2002, the Board of County Commissioners renewed the County's agreement with Manley Estates, a senior housing complex in Chapel Hill: In accordance with the agreement, Department on Aging social work interns assess residents' needs at the complex and make referrals to community resources. Manley Estates reimburses the Department on Aging at the rate of $15 per resident per month. Based on revenues received to date, projected receipts associated with the agreement total $7,500. This budget amendment provides for the receipt of the additional funds related to the agreement. (See Attachment, column #3). Library Services 4. In accordance with the Federal Telecommunications Act of 1996, schools and libraries receive discounts for telecommunication services, Internet access, and internal connections. The discounts are based on economic need (as determined by the National School Lunch Program) and location, such as rural or urban. This, year, the Orange County Library has received a -rate discount funds totaling $3,137. The department will use the funds to install an outdoor book drop and purchase additional computer terminal supplies for patron access at the Hillsborough main library. There is no County match for the receipt of these funds. (See Attachment 1, column #4). Non - Departmental 5. Last spring during the County's budget development process, it was not clear if there would be State - funding cuts for the Orange Chatham Alternative Sentencing Program (OCAS). The Board of County Commissioners approved funding for a $15,000 reserve account that would be combined with $15,000 from Chatham County to offset potential State - funding cuts. Based on the funding cuts approved by the State in fall 2002, Commissioners released the reserve funds so that Orange County, in partnership with Chatham County, could maintain pre -trial services for at least the first six months of the fiscal year. In order to continue operations beyond the first six -month of the fiscal year, OCAS recently requested additional appropriations of $5,000 from both Orange and Chatham counties. The attached budget amendment allocates $10,000 to OCAS with $5,000 funded from Orange County's Social Safety Net and the remaining $5,000 with a contribution from Chatham County. (See Attachment 1, column #5) 6. On December 10, 2002, the Board of County Commissioners accepted State pass- through funds for several organizations that provide services for high -risk youth. Included in this funding package was the Orange - Chatham Justice Partnership recommendation to fund an additional agency, Volunteer Families for Children, in the amount of $5,000 for the current fiscal year. In order for the agency to receive the pass - through funds, Orange County is required to provide a 30 percent match ($1,500). The attached budget amendment appropriates $1,500 from Orange County's Social Safety Net for the required match. (See Attachment 1, column #6) Health Department 7. State funds totaling $7,300 is available to the Orange County Health Department to offset costs associated with public awareness campaigns related to bioterrorism. Examples of how the Health Department would use the funds include media campaigns such as informational public service announcements, flyers, and pamphlets and extensive training for staff. The department 3 plans to cover such topics as how and who to contact in matters associated with an actual or suspected biological attack or an unusual outbreak of disease and steps that can be taken to prepare for a biological attack. This budget amendment provides for the receipt of these funds. (See Attachment 1, column #7): Cooperative Extension 8. Cooperative Extension has received a $1,000 grant from the North Carolina Division of Public Health. Through the grant, Orange County would partner with Wake County to offer a new program, Eat Smart, Move More. The purpose goal of the project is to assist youth and their families develop good nutrition and physical activity as lifelong behaviors. The funds would offset the cost of promotional materials project. This budget amendment provides for the receipt of the funds (See Attachment 1, column #8) Housing and Community Development 9. On December 10, 2002, the Board of County Commissioners approved a $250,000 funding request from Habitat for Humanity of Orange County. Habitat plans to use these funds to offset costs associated with purchasing a 16 -acre parcel of land on Sunrise Road in Chapel Hill for the future development of affordable housing. The purchase price of the land totals $400,000. The chart below outlines the funding sources that Habitat has obtained to fund the purchase: Orange County $250,000 Town of Chapel Hill $50,000 Habitat for Humanity $100,000 Total $400,000 Orange County's contribution towards the purchase price is comprised of the following sources: Community Development Program Income $126,432 County Housing Loan Trust Fund $123,568 Totall $250,000 This budget amendment appropriates $250,000 from the above - mentioned sources for the County's contribution towards purchase of the property. (See Attachment 2, Affordable Housing Capital Project Ordinance) Bond and Alternative Financing Capital Project Ordinances 10. On September 3, 2002, the Board approved a schedule for issuing 2001 voter approved bonds and alternative financing for County and School capital projects. Attachment 3 of this abstract outlines specific projects that were approved by the Board for issuance this fiscal year. In accordance with the approved schedule, the County issued $3.475 million in private placement debt in December 2002. Accordingly, by the end of March 2003, a total of $19.175 million in 2001 voter approved bonds will be issued. 4 The Commissioners have not approved capital project ordinances for the projects receiving funds this fiscal year due to the fact that the actual issuance is just now occurring. The attached capital project ordinances (Attachment 4 of this abstract) provide budgets for the approved projects and allow for expenditures for County projects and for those school - related projects that are not considered "Level 2" projects as defined by the Board approved Policy on Planning and Funding School Capital Projects. A capital project ordinance is not included for Orange County Schools Hillsborough Elementary School because the Board of Commissioners approved that ordinance on September 11, 2002. By definition, "Level 2° projects are considered "major projects that require several phases to complete ". There are two school related projects that fall into the "Level 2" category — Chapel Hill High School Rashkis Elementary and Orange County Schools Middle School #3. The most recent Commissioners approval for Rashkis Elementary occurred on June 27, 2002. In accordance with the Board approved policy, the next step for the planned middle school in the Orange County School district is for the OCS Board of Education to request funding for the initial planning phase of the project. Once that step occurs, staff plans to follow the guidelines outlined in the planning and funding policy. FINANCIAL IMPACT: Financial impacts are included in the background information above. Planned renovations include improvements to the auditorium, science laboratories, tennis courts and athletic fields along with flooring replacement in the main gymnasium and construction of an athletic field house.
