BACKGROUND: The Housing and Community Development Department solicited bids from qualified housing rehabilitation contractors participating in the County's Housing Rehabilitation Program. The informal bidding process is governed by the North Carolina General Statues §143 -131 and does not require a minimum number of bids. Additionally, present program procedures provide that housing rehabilitation contracts be awarded to the lowest responsible bidder. Additionally, all contractors participating in the County's Rehabilitation Program are required to utilize current deconstruction and material recycling methods during the repair process. Sealed bids were solicited from participating contractors on February 4, 2003 with a bid opening on February 12, 2003. Only two bids were received at that time and the job was rebid on February 13, 2003. That bid opening was February 20, 2003, and four bids were received. Bid results are attached. Taylor Home Improvements submitted the lowest bid respectively. FINANCIAL IMPACT: The Scattered Site CDBG Program provides funding for this program. Install a shingle type ridge vent ventilation system. 2. Remove the shingles on the short section of the roof over the rear entrance door to the dining room. Install 151b. felt, aluminum drip edge and matching three tab fiberglass shingles. 3. Install approx. 32 sq. ft. of sheathing on the dining room rear entrance roof. 4. Install two pole jacks on 16 "x16" concrete footers with a 4x4 support beam, in the main crawl space side of the block wall to the rear porch. Interior: 47. :171IF 1. Remove the front storm door and door unit. Install a six -panel wood door unit cut to fit the opening. Door unit will have an aluminum threshold and weather-stripping.! Install lockset and deadbolt to be keyed the same and a wide view peephole. 2. Reinstall the existing storm door. 3. Remove the existing ceiling, crown mold and corner trim. Install Y2 inch sheetrock on the ceiling. Tape and finish the sheetrock smooth. 4. Tape and finish the sheetrock walls properly. 5. Install an attic access with aluminum stairs. 6. Prepare all surfaces for. paint. Paint the ceiling with ceiling white latex paint. Paint the walls with flat latex paint, the crown mold and attic access with semigloss latex paint. Install matching baseboard, a 2 -6 lauan prehung door unit, closet lockset, 1x12 shelf, closet rod and bracket. 6. Prepare all surfaces for paint. Paint the ceiling with ceiling white latex paint. Paint the walls with flat latex paint. Paint to cover completely. install one coat of satin gloss polyurethane on the varnished trim and door. Carpet to cost not less than $14 /yard. Left/Rear Bedroom: 1. Remove the sheetrock ceiling, crown mold, comer trim and paneling. 2. Install 1/2 inch sheetrock on the ceiling and bare framing. Tape and finish the sheetrock smooth. 3. Tape and finish the sheetrock walls properly. 4. Remove the exterior door unit and trim the rear wall. Frame in the exterior door opening. Install R -13 insulation in the cavity. Tape and finish the sheetrock smooth. 5. Prepare all surfaces for paint. Paint the ceiling with ceiling white latex paint. Paint the wills with flat latex paint. Paint to cover completely. Stain the trim and closet doors to match the existing trim. Install one coat of satin gloss polyurethane on the varnished trim and door. Install two coats of satin gloss polyurethane on the closet doors and trim. 6. Install carpet and pad. Carpet to cost not less than $14 /yd. 7. Install a vinyl replacement window with insulated glass, one openable sash, lock and screen. 8. Frame a closet 102 "x24" ID. Frame for two 36 -inch doors and a dividing wall at 48 ". 9. Install Y2 inch sheetrock on the framing. Tape and finish the sheetrock smooth. Install matching baseboard, two, 3 -0 prehung, lauan door units and passage locksets. In left side the closet, install four 1x12 shelves on metal brackets. Remove the bath interior framing, -wall covering and bedroom, hall and exterior door units. 2. Frame in the bedroom and exterior door opening. 3. Reframe the door opening for a 36 -inch door (see attached drawing). 4. Install R -13 in the exterior wall. 5. Install %2" inch sheetrock on the ceiling and MR sheetrock on the inside walls. Install Y2 inch sheetrock on the hall framing. Tape and finish the sheetrock smooth. 6. Install a 36 -inch, lauan, prehung door unit and privacy lockset. 7. Install matching baseboard. i 8. Install 2x8 blockinb for the grab bars. Install a 36 -inch grab bar at the left hand head of the tub. Install 48" grab bar on an angle on the long wall of the tub. 9. Install a five piece accessory kit to include two 24 -inch towel bars, a tumbler holder, a soap dish and a paper holder. 10. Install a transfer seat. 11. Install '/< inch lauan plywood on the floor. Prepare the floor for vinyl. 12. Install vinyl floor covering, shoemold and metal trim. Vinyl to cost not less than $14 /yd. 13. Prepare all surfaces for paint. Paint the ceiling with ceiling white latex paint. Paint the walls and trim with semigloss latex paint. Paint to cover- completely. Install two coats of polyurethane on the entrance door. Tape and finish the sheetrock walls properly. 5. Install the following cabinets: a 60 inch sink . base, two 18x30 wall cabinets, one 30x16 wall cabinets, two 48x30 wall cabinets, one 32x24 wall cabinet. Install a 61 -inch, rolled back, formica counter top. .i 6. Install '/ inch lauadn plywood. Prepare the floor for vinyl. 7. Install vinyl floor covering, shoe mold and metal trim. Vinyl to cost not less than $14 /yd. 8. Install matching baseboard. 9. Install a wood cased opening into the dining room. Stain the wood to match the existing trim. Install two coats of satin gloss polyurethane. 10. Prepare all surfaces for paint. Paint the ceiling with ceiling white latex paint. Paint the walls and trim with semigloss latex paint. Install '/ inch lauan plywood on the floor. Prepare the plywood for vinyl. 10 3. Install vinyl floor covering, shoemold and metal trim. Vinyl to cost not less than $14 /yd. 4. Install colonial base. 5. Prepare all surfaces for paint. Patch all wood seams and nail holes. Paint the ceiling with ceiling white latex paint. Paint the walls with flat latex paint. Paint the door and trim with semigloss latex paint. Paint to cover completely. 6. Install a lockset and double key deadbolt on the exterior door. Key the locks to match the front door locks. Electric: 1. Install an one hundred fifty amp service on the exterior with mast and weather head. 2. Install outlets to the new house construction code. 3. Install new fixtures in the bedrooms, hall, kitchen, dining room, bath and exterior entrances. 4. Install a new switch and additional fixture in the bath. 5. Install the front and rear porch fixture wiring correctly. 6. Install GFI outlets in the bath and kitchen. 7. Install a switch for the lighted medicine cabinet. 11 Mary Obie 405 W.
