BACKGROUND: The Board of Commissioners adopted a resolution on February 7, 2001 indicating the intent to construct a new C &D landfill as part of a master plan that emphasizes reduction and recycling activities and that will assure an environmentally sound and convenient option for managing the residual materials from local generators of construction and demolition waste. The resolution directed the Manager to "develop a solid waste facilities master plan that would integrate aesthetics as a design priority, consistent with the high standards of the Eubanks Road community." Staff presented the Solid Waste Facilities Master Plan at the Board's work session on solid waste matters on October 1, 2001. A portion of that presentation included a review of a quality planted buffer to be developed along Eubanks Road, in accordance with a landscape plan prepared by Mr. Charles Burger, ASLA. The plan was also presented to the Rogers Road community at a neighborhood meeting that year. Now that the County has acquired the property for the new C &D landfill, staff is ready to proceed with a bid award for the buffer landscaping plan. The project will consist of providing and planting 216 trees and shrubs (including hollies, junipers, dogwoods, pines, magnolias, and laurels) as well as spreading mulch (provided by the County) over the planting beds. A bid package was developed that included detailed plans and specifications created by Charles Burger. Bids were solicited from six vendors on Orange County Bid Number 1303. Four companies responded with bids. Pursuant to the attached bid tabulation, GTW Landscaping of Rougemont, North Carolina submitted the lowest responsible bid that was responsive at a cost of $25,260, which includes a one -year warranty. G7 2� FINANCIAL IMPACT: Total cost of this action, if approved by the Board, would be $25,260. Sufficient funds are allocated in the Solid Waste Management Department FY 2002 -03 operating budget. RECOMMENDATION(S): The Manager recommends that the Board award Bid Number 1303 to GTW Landscaping of Rougemont, North Carolina at a cost of $25,260 and authorize the Purchasing Director to execute the necessary paperwork.
