PURPOSE: To provide notice of the Board of County Commissioners' plans to hold a public
hearing on March 24, 2003 on potential items for inclusion in Orange County's legislative
agenda package for the 2003 North Carolina General Assembly Session.
BACKGROUND: The Board of County Commissioners will. hold a public hearing on Monday,
March 24, 2003 at 7:30 p.m. in the F. Gordon Battle Courtroom at the New Courthouse in
Hillsborough, North Carolina. The purpose of the public hearing will be to receive public
comments on potential items for inclusion in Orange County's legislative agenda package for
the 2003 North Carolina General Assembly Session.
The Legislative Issues Task Force has been reviewing items for possible inclusion in Orange
County's legislative package and will be providing information to the BOCC on the proposed
items prior to the meeting. With the North Carolina Senate's deadline for introduction of local
bills set for Wednesday, March 19, 2003, the Task Force has requested that the BOCC ask
Orange County's legislative delegation to introduce two blank bills in both the North Carolina
House and North Carolina Senate. One blank bill in each legislative body would be for the
possible inclusion of potential items requesting funding or having financial implications. The
other bill would be for the possible inclusion of potential non-financial items.
Two other legislative deadlines of note are the Senate's introduction of public bills deadline of
April 2, 2003 and the Senate's April 24, 2003 deadline for bills to "cross-over" from the House.
The House has not designated any deadlines at this point, but will likely follow similar dates as
the Senate.
It should also be noted that the Clerk to the Board is currently in the process of scheduling a
joint legislative breakfast for the BOCC and Orange County's legislative delegation. The

potential dates are between March 25th and March 30th and notice will be provided when the
meeting date, time and location are confirmed.
FINANCIAL IMPACT: Any funds necessary to provide the public notice are included in the
Clerk to the Board's budget for the current year.
RECOMMENDATION(S): The County Manager recommends that
1. The Board direct the Clerk to the Board and the County Manager, on behalf of the Board
of Commissioners, publish a notice of the Board's intent to hold a public hearing on
March 24, 2003 at 7:30 p.m. in the F. Gordon Battle Courtroom at the New Courthouse in
Hillsborough, North Carolina to receive public comments on potential items for inclusion
in Orange County's legislative agenda package for the 2003 North Carolina General
Assembly Session, and
2. The Board direct the County Attorney to contact Orange County's legislative delegation
and request that two blank bills, one to address any financial issues and one to address
any other matters, be introduced in each chamber of the General Assembly. This will
reserve the opportunity for members of the delegation introduce any legislation which the
BOCC might request as part of its legislative package.
