Article V Section I9.lI Living Wage
19.1 Each Orange County employee, whether appointed as permanent or temporary, is paid a
minimum hourly wage, as set by the Board of a~-lez~.U-t ,; ~ ,,, t 2 ~-}}Bt~rCounty

19.2 A high school student employed as a temporary employee or other temporary employee

Article IV, Section 24.0 Furlough
24.1 From time to time a Furlough Plan ma be implemented ~
24.1. T Mandatory Furlough. The Board of County -Commissioners may by resolution

24.1.2- Voluntary Furlough. The Coun Manager may implement a voh~ntarv fiulou~h•
plan as provided in Subsection 24.3
24.2 An employee who takes a furlough shall- not lose seniority, shall not be required to pay
employer paid benefits and shall earn and retain all leave at the same rate, unless
otherwise provided by the Board, as if the cost saving measure had not occurred..
24.3 The County Manager shall provide Administrative Rules and Regulations to carry out the
provisions of the section.

A motion was made by Commissioner Foushee, seconded by Commissioner Jacobs to
approve the FY 2011-12 Budget Ordinance, FY 2011-12 County Capital and Grant Project
funding, the County Fee Schedule, and the Resolution of Intent to Adopt.
VOTE: UNANIMOUS
Commissioner Jacobs said that the staff has kept the County without a tax increase and
for the first time in three years, the employees have been given some type of additional
compensation. He said that the Board of County Commissioners and the staff should be proud
of what Orange County stands for.
c. A~proval of Fiscal Year 2011-12 Personnel Ordinance Chanqes
The Board considered approving amendments to the Orange County Personnel
Ordinance Article V, Section 19.0, Living Wage and Article IV, Section 24.0, Furlough.
Interim Human Resources Director Katherine Cathey said that the recommended action
is to make two amendments to the Personnel Ordinance that corresponds to the actions taken
for the Operating Budget. The first section relates to the living wage. The recommendation is
to remove the rate from the Personnel Ordinance and reword it to read that the rate will be set
by the Board of County Commissioners in the annual budget each year. The following section
is the furlough section, which would allow the Board to declare mandatory furloughs in times of
economic difficulties and allow the County Manager to continue the voluntary furlough program
as a cost-saving measure. These changes require unanimous approval.
A motion was made by Commissioner Hemminger, seconded by Commissioner Jacobs
to approve amendments to the Orange County Personnel Ordinance Article V, Section 19.0,
Living Wage and Article IV, Section 24.0, Furlough.
VOTE: UNANIMOUS

The Board considered a Resolution Regarding Orange County's FY 2011-12 Funding to
Support the Town of Chapel Hill Library.
