PURPOSE: To consider making appointments to the Board of Health..
BACKGROUND: The following appointments are for Board consideration:
Appointment to a first full term for Dr. Susan Elmore. If appointed Dr. Elmore will be
serving a first full term expiring June 30, 2014. Dr. Elmore will also serve as the Board of
Health liaison to the Animal Services Advisory Board.
Appointment to a second term for Mr. Michael Wood. If appointed Mr. Wood will be
serving a second term expiring June 30, 2014.
Appointment to a first term for Ms. Liska Lackey. If appointed Ms. Lackey will be serving
a first full term expiring June 30, 2014.

RE: Board of Health Reappointments
At the Board of Health April 27, 2011 meeting, the Board of Health voted
unanimously to recommend reappointment of Michael Wood,
Community Representative and Dr. Susan _Elmore, Veterinarian
Representative to the positions they currently hold on the Board of
Health. Mr. Wood will be filling his second full term and Dr. Elmore will
be serving her first full term. Dr. Elmore was appointed July 2010 to fill
the remainder of a term vacated by Dr. Dewana Anderson. Both stated
their willingness to continue to serve in their positions on the Board of
Health.
Attached are the attendance records for 2010 and 2011.

RE: Recommendation for Appointment to Vacant Position
At the Board of Health April 27, 2011 meeting, the.Board of Health
considered all current applicants for the upcoming vacancy on June 30,
2011 and is forwarding the following recommendation for your
consideration.
Christina Harlan is completing her second full term on the Board of
Health effective June 30, 2011. Ms. Harlan serves in the nurse
representative position and lives in Chapel Hill. The Board is
recommending Ms. Liska Lackey for your consideration. She rives in
Carrboro and is a Clinical Assistant Professor at the UNC-CH School of
Nursing working with the graduate nurse practitioner students. M's.
Lackey is currently a volunteer nurse practitioner at the Chapel Hill
homeless shelter clinics and at Alliance Medical Ministry in Raleigh. She
is also a member of the Orange County Public Health Reserve Corps.

Work Experience:
A graduate of the UNC-CH School of Nursing, I have worked in Orange Co~xnty as a
nurse practitioner and most recently as a Professor at the School of Nursing, working
with the graduate nurse practitioner students.
Volunteer Experience:
Currently, I serve as a volunteer nurse practitioner at the Chapel H711 homeless shelter
clinics and at Alliance Medical Ministry in Raleigh. l am also a member of the Orange
