ORANGE COUNTY BOARD OF COMMISSIONERS ACTION AGENDA ITEM ABSTRACT Meeting Date: June 7, 2011 Action Agenda Item No. 5- - SUBJECT: Approval of 2012 -16 Master Aging Plan Community Survey DEPARTMENT: Aging /Advisory Board on Aging PUBLIC HEARING: (YIN) No ATTACHMENT(S): INFORMATION CONTACT: Perceptions of Aging Survey Janice I. Tyler, Director, 968 -2071 Letter from BOCC Heather Altman, Chair, Adv. Board on Aging PURPOSE: To review and comment on the Perceptions of Aging in Orange County Survey to be used to collect data for the 2012 -16 Master Aging Plan. BACKGROUND: On May 15, 2007 the Board of County Commissioners adopted the five -year Master Aging Plan (MAP) covering the period 2007 through 2011. It is now time to update the plan and work has begun on the 2012 -16 MAP. A sub - committee of the Advisory Board on Aging was formed to review the MAP process. In addition, the 2012 -16 MAP project was selected to be a Capstone Project for the UNC School of Public Health's Health Behavior Health Education Program. In preparation of the work to be done in the fall /spring by the Capstone Team, the County is fortunate to have secured private funding for two Health Behavior Health Education Summer Practicum students. The students are working on a community assessment report to be used as formative research for the MAP. The survey is just one component of the information gathering process. In accordance with the letter from the BOCC Chair (attached), the BOCC is afforded the opportunity to review and comment on the survey to be administered prior to public release. Focus groups are being held in each Orange County Township to provide an additional opportunity for open discussion about aging issues and needs. Meetings are being held with each county department head to determine their department's readiness for the future aging population. A hard copy of the survey is attached and is also available via the web at http: // www.surveymonkey.com /s /G2ZBKV9. FINANCIAL IMPACT: There are no additional costs to the County for implementing this survey. The Survey Monkey account, as well as the intern practicum costs, are being provided by private donations. RECOMMENDATION(S): The Manager recommends that the Board approve the use of the Perceptions of Aging in Orange County Survey. p,aq Housing * Imagine that you, one of your parents, or another loved one is 60 or older. On behalf of the Orange County Board of Commissioners, I want to thank you, the Advisory Board on Aging and staff for your annual summary report/work plan. The BOCC was able to review the boards /commissions' annual work summaries recently at their January 25, 2011 work session. All of our internal boards and commissions represent the Orange County .Board of County Commissioners. The purpose of the Board's review was to see how your board's work plan had helped advance the Commissioners' goals and priorities.. A couple of issues that were discussed in general by the Board in reference to advisory boards are that if an advisory board advocates for a particular issue, such as a legislative issue, or if an advisory board wants to do a 'survey" on a particular topic with the public, then the advisory board needs to present these issues to the County Commissioners prior to submission so that the Commissioners may be aware of this and provide any input or direction as needed. The Board wanted to commend the Advisory Board on Aging's list of extensive accomplishments including being a recipient of the Ernest Messer Award that the NC Division of Aging and Adult Services Awards, which is presented each year to individuals or organizations that make a significant difference in the quality of life for older adults in North Carolina. We look forward to seeing your accomplishments for this next year in your next summary report. Please share this information with your full board. Sincerely, Bernadette Pelissier, Chair Orange County Board of Commissioners Cc: Janice Tyler, Director, Department on Aging. www.co.orange.nc.us Protecting and preserving — People, Resources, .Quality of Life Orange County, North Carolina — You Count!
