PURPOSE: To approve the recommended Home and Community Care Block Grant (HCCBG)
for Older Adults Funding Plan for FY2011-12.
BACKGROUND: The Home and Community Care Block Grant (HCCBG) was established in
1992 under North Carolina General Statute (NCGS) 1436-181.1 (a) (11), to provide a "common
funding stream" for a comprehensive and coordinated system of home and community-based
services and opportunities for older adults. HCCBG services are available to persons age 60
and older, although the "average" client statewide is nearly 80 years old, and the program
targets individuals who are socially and economically in need.
The Block Grant is administered through the NC Division of Aging and Adult Services and the
Area Agencies on Aging. It combines Federal and State funds with a local match. Providers
typically use a variety of sources to offer programs such as senior centers, in-home aid
services, volunteer coordination, and congregate meals. The Block Grant gives boards of
county commissioners discretion in budgeting and administering aging funds.
The State recently confirmed $489,035 as the Orange County planning estimate for FY2011-12,
a continuation of the FY2010-11 funding as amended. Staff emphasizes this amount is a
planning estimate only based upon knowledge to date, and uncertainty exists about the final
amount and disposition of actual grant award based upon adoption of the State budget.
A technical advisory committee of HCCBG including the core County Department Directors -
Aging and Social Services -met with the Assistant County Manager and the Triangle J Area
Agency on Aging Director to discuss program status, projected revenues, and need for

increased coordination and management particularly for adult day care services, given
potential for decreased State aid.
Charles House, the adult day care provider serving principally Chapel Hill and Carrboro under
the social model, is not recommended for funding in FY2011-12. Charles House funding was
recommended and approved in FY2010-11 given increased availability and opportunity to
increase services available to frail elderly in southern Orange. Charles House will continue to
serve eligible residents, including referrals from rural parts of the County in coordination with the
Aging and Social Services Departments. The available HCCBG dollars are recommended to
revert to Senior Care of Orange County, Inc. for its principal mission of providing adult day
services primarily to central and northern Orange residents under the health model.
The Department of Social Services in collaboration with the Department on Aging will continue
to offer home services, and outreach and assistance for seniors at-risk to placement. The
Department on Aging will also continue its responsibilities for congregate nutrition, senior center
operations, and related transportation.
The advisory boards for Aging and Social Services have reviewed the proposed spending plan
and accepted the allocation of projected dollars.
The requisite grant documents have been reviewed in advance by the County Attorney's Office.
FINANCIAL IMPACT: The Home and Community Care Block Grant for FY2011-12 is estimated
at $489,035 in State funding to support a network of aging services throughout Orange County.
This estimate is the same as the FY2010-11 actual for planning purposes and may need to be
reassessed and modified as State budget actions impacting seniors are made clearer. The
required match is provided through cash and in-kind contributions within Departmental
operating budgets.
RECOMMENDATION(S): The Manager recommends the Board approve the Home and
Community Care Block Grant Funding Plan for FY2011-12 in the amount of $489,035 and
authorize the Chair to sign the necessary grant documents.
