BACKGROUND: The current Computer Aided Dispatch (CAD) system is based on a basic system that only processes internal information utilizing static Global Positioning System (GPS) information, rudimentary cellular location data and hand-input dispatch codes. The proposed new addition to the CAD system will bring the system up to moderate levels allowing operations from field units interacting directly with the 911 Communications Center. It will allow call processing, dispatching and routing of the closest unit to a call for service request, improving response times and allowing the 911 Center and field supervisors to monitor locations of units; further enhancing safety. The mapping component will allow telecommunicators to zone into call locations and determine the shortest route for assigned resources and redirect closer units. Another feature of this package is the addition of mobile data-sharing gateways which will create a persistent connection between the 911 Center and all field units to allow the reliable movement of data back and forth from the mobile units, thus further increasing response efficiency and safety. This start-up package will outfit 10 mobile units. If this pilot program is successful, staff will develop additional materials for Board consideration at a later date to outfit additional mobile units. 2 FINANCIAL IMPACT: This start-up package can be funded from the Emergency Telephone System Fund using funds as allowed by the NC 911 Board for Public Safety related expenses. The cost of this package is $55,042. Ongoing Annual Software License and Maintenance after the first year is $3,950 and will be budgeted within the Communications Division of Emergency Services. Budget Amendment #10-A: Emergency Telephone System Fund: Expenditures: Equipment $55,042 Revenues: Fund Balance Applied $55,042 RECOMMENDATION(S): The Manager recommends that the Board approve the addition of Automatic Vehicle Location (AVL) and mapping capabilities to ten (10) emergency response vehicles to enhance the current 911 Emergency Communications Center dispatch system, and approve Budget Amendment #10-A appropriating $55,042 of fund balance in the Emergency Telephone System Fund for this purpose. r-- __ ,. This functionality means that NorthStar is well prepared for the FCC Docket 94-102/96-264 requirements, phase I and II. For DataTrak RMS it is used to provide graphic analysis tools to plot locations of incidents, business, landmarks and/or available information on the map display. In the past, time consuming and expensive manual efforts were required to maintain any geographic database. But with LogiSYS software, agency staff will be ale to easily modify and update their own geofile using LogiSYS' graphic tools. We also adhere to many industry standards for GIS integration. LogiSYS and its affiliates have over 25 years of experience creating digital maps for a variety of jurisdictions and applications throughout the United States, Canada and Europe. LogiSYS was one of the first vendors to offer a CAD system with fully integrated GIS-based mapping capabilities. The heart of all LogiSYS products is the graphic coordinate-based street address file (or geofile). For the NorthStar CAD, the mapping is used to dispatch resources and locate incidents. The computerized database is capable of geographically pinpointing a Call For Service (CFS) location, assigning the location to Geographic Information System Features: Multi-layer support for Landmarks or Point of Interest data. ®Nearest Landmark.
