PURPOSE: To approve the addition of Automatic Vehicle Location (AVL) and mapping
capabilities to ten (10) emergency response vehicles to enhance the current 911 Emergency
Communications Center dispatch system, and approve Budget Amendment #10-A
appropriating $55,042 of fund balance in the Emergency Telephone System Fund for this
purpose.
BACKGROUND: The current Computer Aided Dispatch (CAD) system is based on a basic
system that only processes internal information utilizing static Global Positioning System (GPS)
information, rudimentary cellular location data and hand-input dispatch codes. The proposed
new addition to the CAD system will bring the system up to moderate levels allowing operations
from field units interacting directly with the 911 Communications Center. It will allow call
processing, dispatching and routing of the closest unit to a call for service request, improving
response times and allowing the 911 Center and field supervisors to monitor locations of units;
further enhancing safety.
The mapping component will allow telecommunicators to zone into call locations and determine
the shortest route for assigned resources and redirect closer units. Another feature of this
package is the addition of mobile data-sharing gateways which will create a persistent
connection between the 911 Center and all field units to allow the reliable movement of data
back and forth from the mobile units, thus further increasing response efficiency and safety.
This start-up package will outfit 10 mobile units. If this pilot program is successful, staff will
develop additional materials for Board consideration at a later date to outfit additional mobile
units.

FINANCIAL IMPACT: This start-up package can be funded from the Emergency Telephone
System Fund using funds as allowed by the NC 911 Board for Public Safety related expenses.
The cost of this package is $55,042. Ongoing Annual Software License and Maintenance after
the first year is $3,950 and will be budgeted within the Communications Division of Emergency
Services.

RECOMMENDATION(S): The Manager recommends that the Board approve the addition of
Automatic Vehicle Location (AVL) and mapping capabilities to ten (10) emergency response

approve Budget Amendment #10-A appropriating $55,042 of fund balance in the Emergency
Telephone System Fund for this purpose.
