MINUTES
ORANGE COUNTY BOARD OF COMMISSIONERS
CHAPEL HILL TOWN COUNCIL
CARRBORO BOARD OF ALDERMEN
APRIL 14. 1999
The Orange County Board of Commissioners, Chapel Hill Town Council and the Carrboro Board of
Aldermen met on April 14, 1999 at 7:30 p.m. to hold a Joint Planning Area public hearing. The
meeting was held at the Southern Human Services Center, Chapel Hill, North Carolina.
COUNTY COMMISSIONERS PRESENT: Chair Alice M. Gordon and Commissioners Margaret W.
Brown, Moses Carey, Jr., Stephen H. Halkiotis and Barry Jacobs
CHAPEL HILL TOWN COUNCIL MEMBERS PRESENT: Council Members Joyce Brown, Joe
Capowski, Pat Evans and Julie McClintock
CARRBORO BOARD OF ALDERMEN PRESENT: Mayor Mike Nelson and Aldermen Jacquelyn M.
Gist, Diana McDuffee, Allen Spalt and Alex Zaffron
COUNTY ATTORNEY PRESENT: Geoffrey Gledhill
COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County Managers Rod
Visser and Albert Kittrell and Clerk to the Board Beverly A. Blythe (All other staff members will be identified
appropriately below)

1. Amendment to the Joint Planning Agreement _ Creation of Northern Transition Area
Advisory Committee
Planner Gene Bell presented for public comment a proposed amendment to the Joint
Planning Agreement. Orange County proposes an amendment to the Joint Planning Agreement to
authorize Transition Area Advisory Committees. The composition, duties and responsibilities of
such committees will be specified in the Carrboro Land Use Ordinance. This amendment will
implement a recommendation contained in the Facilitated Small Area Plan for Carrboro's Northern
Study Area.
Chair Gordon asked about the language that refers to Carrboro but does not make a similar
provision in case Chapel Hill wants to do the same thing. Gene Bell said that staff did not have time
to discuss that possibility with Chapel Hill.
A motion was made by Commissioner Carey, seconded by Commissioner Halkiotis to refer
this matter to the towns of Chapel Hill and Carrboro for decision and then to the Orange County
Planning Board for a recommendation to the Orange County Commissioners.
VOTE: UNANIMOUS
2. Shaping Orange County's Future Update
Director of the Environment and Resource Conservation Department David Stancil introduced
Elllen Ironside, co-chair of the Shaping Orange County's Future Task Force who made the
presentation. She introduced other members of the SOCF Task Force who were present. The
presentation included the following documents, which are in the permanent agenda file in the Clerk's
office :
? Shaping Orange County's Future Update (a series of overheads)
? A Shared Set of Values for Orange County's Future
Working Set of Goals
Current Trends/Baseline Year 2030 Data (executive summary)
? Reports from three Scenario Work Groups
? 1998 New Housing Starts and Housing Starts 1990-98
Ellen Ironside said that in reviewing all the data collected by the Shaping Orange County's
Future Task Force, a baseline scenario was developed which gives a projection of future
community, economic and physical development trends in Orange County to the year 2030.
The SOCF Task Force envisions Orange County in the future with sustainable economic
development that is equitable for all citizens, and conserves and improves the environment.
David Stancil answered several questions from the elected officials.
3. Closed Session Oran a Count
"To consider the qualifications, competence, performance, character, fitness, conditions of
appointment, or conditions of initial employment of an individual public officer or employee or
prospective public officer or employee;" NCGS 143-318.11(a)(6).
A motion was made by Commissioner Carey, seconded by Commissioner Halkiotis to go into
Closed session "To consider the qualifications, competence, performance, character, fitness,
conditions of appointment, or conditions of initial employment of an individual public officer or
employee or prospective public officer or employee;" NCGS 143-318.11(a)(6).
VOTE: UNANIMOUS
ADJOURNMENT
A motion was made by Commissioner Halkiotis, seconded by Commissioner Carey to adjourn
the meeting. The next meeting will be held on April 20 at 7:30 p.m. in the Southern Human Services
Center in Chapel Hill, North Carolina.
