Action Agenda
Item No. 5 - q
SUBJECT: Agreement Renewal with Town of Chapel Hill for County Provision of Animal
Control and Emergency Animal After-Hours Call Services and Collection of Pet
License Fees
DEPARTMENT: Animal Services PUBLIC HEARING: (Y/N) No
ATTACHMENT(S):
Renewal Agreement
INFORMATION CONTACT:
Bob Marotto, Animal Service Director,
968-2287
PURPOSE: To approve an agreement renewal that 1) provides the Town of Chapel Hill with
animal control and emergency after-hours animal services during FY2011-12; and 2)
addresses the collection of pet license fees for Chapel Hill residents.
BACKGROUND: Orange County staff has developed and reviewed the proposed agreement
renewal with representatives of the Town of Chapel Hill. The amount of the FY 2011-2012
contract will be $83,818. With respect to level of service, the agreement is similar to past
years (except for adjustment in after-hours emergency services).
Regular service involves an Animal Control Officer (ACO) being stationed at the Animal
Services Center Monday through Friday between 8:00 a.m. and 5:00 p.m. This ACO has
principal responsibility for enforcing the Town's animal control ordinance within the Town limits
and responding to calls about stray animals and other such requests for animal services.
Under the renewal agreement, County Animal Control Officers will provide emergency services
outside of regular business hours (that is, from 5:00 p.m. to 8:00 a.m.) Monday through Friday,
and on a 24 hours per day basis on Saturdays and Sundays and holidays. These services will
include rabies exposures, dangerous animals, exigent animal cruelty and animals in immediate
need of assistant.
For FY 2011-2012, Chapel Hill Police Officers will continue to "triage" after-hours service
requests in accordance with guidelines shared by Animal Services and the Chapel Hill Police
Department which is incorporated into the agreement. Initial inspection of a scene by an on-
duty Police Officer has proved quite successful. It is expected to continue to control the
amount and costs of emergency after-hours animal service.
The agreement also provides for the County to collect the Town's pet license fees (as well as
its own) and remit or credit that amount to the Town in a manner that is mutually agreeable to
both the Town and the County. This has been the practice for a number of years, and recently
it became a component of the agreement between the Town and the County.
FINANCIAL IMPACT: The proposed agreement renewal is for the same amount as last year
and it will provide revenue to the County of $83,818 for FY2011-2012. That amount is $8,818
higher than the service fee for the FY 2009-2010 agreement, which did not cover indirect costs
like more recent agreements. The fee for the proposed agreement was determined by Animal
Services and Financial Services on the basis of a careful assessment of all costs involved in
delivery of field services to the Town of Chapel Hill.
RECOMMENDATION(S): The Manager recommends that the Board approve the agreement
renewal and authorize the Chair to sign the agreement with the Town of Chapel Hill subject to
final approval of the County's FY 2011-2012 budget.

PROCEDURES FOR ORANGE COUNTY AND TOWN RESPONSE TO EMERGENCY
AFTER-HOURS ANIMAL CALLS
1. Injured Deer - A CHPD officer will respond to locate and euthanize. If the deer is a

Inc. to make arrangements for its removal. The on-call ACO will assist with this
coordination as needed.
2. Owned Injured Animals - A CHPD officer will respond or otherwise instruct the owner
to take the animal to their veterinarian or the after-hours emergency veterinary clinic to
be cared for or euthanized.
3. Neglect/Cruelty Situations - A CHPD Officer will respond and make an assessment. If
the situation is severe, they will contact the on-call ACO for assistance. If it is not
severe, they shall document in an incident report. The report will be sent to the Animal
Services Center the next business day for investigation.
4. Strays - A CHPD Officer will respond or otherwise instruct the caller to take the animal
to the Animal Services Center and leave in the Drop Box.
5. Aggressive Dogs - A CHPD Officer will respond to assess and confirm the presence of
the reported animal. If the owner cannot be located to secure the dog, the on-call ACO
shall be contacted to assist in capturing the dog.
6. The on-call ACO will respond to any call(s) related to: Rabies Exposures; Bites to
Humans; Injured Strays.
7. The on-call ACO will not respond to the following calls: nuisance wildlife; and injured
or orphaned wildlife. Unless there is an immediate issue of public safety, the on-call
ACO will not respond to calls about snakes. If these calls make their way through
Communications, members of the public are to be referred to the Animal Services
webpage or asked to call Animal Services during regular business hours for appropriate
referral
