Current Route 420 Schedule Craig Benedict, 245-2592 2. Pro osed Route 420 Schedule Mila Ve a, 245-2552 PURPOSE: To: • Receive an overview of Route 420 changes proposed by Triangle Transit; and • Approve or comment on proposed changes to the midday service operated by Qrange Public Transportation SUPT} and forward to Triangle Transit, BACKGROUND: Route 420 is a Triangle Transit route operated by Chapel Hill Transit ~CHT} during peak hours and UPT during midday. The route operates five days a week, Monday. through Friday. Triangle Transit provides 100°/~ funding for the peak hours operation and 50°/0 funding for the midday operation. The remaining 50°/o funding for the midday service is provided by Qrange County, which equates to $50,900 annually. Triangle Transit monitors and reviews routes performance system-wide. The minimum performance standard is set at 75°/0 of the average systemwide ridership for regular commuting routes. Any route for portion of the route} that falls below the 75°/a productivity standard is subject for review and restructuring. In many cases a low performing service is reduced or eliminated. Un the other hand, routes with productivity of 125°l0 of the system's average are considered high performance routes and are potential candidates for service increaselexpansion. Ridership data shows that Route 420 has consistently strong performance during peak commute} hours and low performance during midday. As a result, Triangle Transit is proposing changes to the route that, if approved by the Triangle Transit Board, will become effective as of August 15, 2011. The change process includes a public comment period. Triangle Transit proposes the following changes: • Peak service -add four round trips. The additional peak trips will result in 30-minute frequency between Hillsborough and Chapel Hill during peak hours. Triangle Transit provides 100% funding for the existing and proposed added peak hour trips. • Midda~~ service -cut Triangle Transit funding for mid-day trips. Current midday service consists of a total of four round trips between Hillsborough and Chapel Hill. Triangle Transit and grange County each fund two midday trips. z grange County Planning staff and Urange Public Transportation staff propose that the County maintain two midday trips after Triangle Transit changes become effective. Trip times will be adjusted to capture the highest possible ridership during the midday hours. Also, as a part of the restructuring, it is suggested that APT not serve the Triangle Sportsplex and Chapel Hil! Senior Center during the midday due to low service demand and need to match other bus routes in a timely manner. As a result of the proposed changes, the County transit riders will see an increase in the overall number of daily trips. The number of total daily trips will increase from 9 trips to 1 ~ see the table below}. The service will be concentrated during the times of the highest demand -~ morning and evening commute hours. Additional details are provided in attachments: Attachment ~ -~ current Route 424 schedule, and Attachment ~ ~-proposed Route 4z4 schedule. FINANCIAL IMPACT: The Urange County financial commitment will remain unchanged. Triangle Transit will provide X44% funding forthe proposed additional peak hour trips. REC~MMENDATI~N~S~: The Manager recommends the Board: • Receive an overview of Route 424 changes proposed by Triangle Transit; and • Approve ar comment on proposed changes to the midday service operated by 4PT and forward to Triangle Transit. 1 TrxangZe Transit funds and QPT operates. ~ ro ~ ~ ~ L ~ °~ o o v o ~ ~ L ~ ~ C `.` y c4 '~ C ~ ~ lU U- ~ .` ~ .p ~ ~ U « y 'p p ~ ~ ~ F' m ++ ~ ~ ~ N a ~ ~ h ~ N ~ ~itl ~~ ~ ~ t5 ~ y Q ~ ~ C ~ ~ ~ ~, ~ ~ N ~ ~ `~ H c ~ m G O Z 3 U ~ ~~ Q.~ ~~y~ ' .o o 0 ~ ~ +~-' ~ C ~a a~ ~ ~} a ~ ~ w .. ~ . ~ ~ t A '~ ~ .c°o ~ ~ ~'T~ ro , ~~ ~~ ~ ~ c O ~ ~ c~' . ~ ~ ~ ~~ ~ ~ ~ ~ Q fU ~~`a~°i .~ ~ ~ y ~ ~ (~ t- ~a ~-~ `~ ~ US N d D i ~ t ~'~ ~ ~c4 L ~ ~ c4 ANN.-.0 O.»~ C *'p~0 ~ R ~~ ~; °~ o NIV~~ o .. Eliminate Triangle Transit funding for the mid-day service provided on Route 4~0. Please note that range Public Transportation is proposing to continue two round-trips duringthe midday. !n addition, orange Public Transportation wil! no longer serve these stops during the midWday. • Triangle SportsPlex • Chapel Hill Senior Center These changes would be implemented on August 15, 2011. The additional peak trips will result in 30-minute frequency between Hillsborough and Chapel Hill during those times However, mid-day service on Route 42Q has consistently underperformed compared to the productivity of other Triangle Transit mid--day services, so Triangle Transit is proposing to cut its funding far midday tripsY Grange County is proposing to continue funding two round-trips during the midday.
