PURPUSE: To proclaim May as National Historic Preservation Month in Orange County.
BACI~GR~UND: For years, the National Trust for Historic Preservation proclaimed a single
week in May as National Historic Preservation Week. Five years ago, the Trust extended the
program to include the entire month and to focus on a particular theme. This year's theme is
"Ce~ebra~ing amer~ca's Treasures"
The selection of this year's theme commemorates the success of the Save America's
Treasures program. Established by Executive Urder in 1998, Save America's Treasures is a
public-private partnership that includes the National Trust for Historic Preservation, the National
Park Service, the President's Committee on the Arks and Humanities, and the federal cultural
agencies. Helping communities use their heritage and cultural resources to improve their
economic health and livability, the program has awarded grants for more than ten years.
According to the National Trust for Historic Preservation, the program has awarded over $300
million in federal grants leveraging almost $400 million in required matching, non-federal funds.
This month, hundreds of Save America's Treasures projects have joined in the National Trust
for Historic Preservation's "This Treasure Matters" campaign to show appreciation for the
benefits the Save America's Treasures award has provided for their communities. Recent
research commissioned by the National Park Service has found that between 1999 and 2009,
Save America's Treasures grants have generated mere than 16,000 jobs in cities, small towns,
and rural communities across the country. Aside from jobs, the Save America's Treasures
investment has also had a ripple effect in revitalizing neighborhoods; creating destinations for
visitors; and enriching the cultural life of towns and cities across the country.
The Saving America's Treasures program has been particularly successful with its focus on
cultural heritage, not simply individual buildings or historic sites. Grant recipients close to home
include the International Civil Rights Center and Museum in Greensboro and the Pope House
Museum Foundation in Raleigh. Orange County has likewise maintained an inclusive approach
toward historic preservation by including a Cultural Resources chapter in the Orange County
2034 Comprehensive Plan ratherthan a more generic preservation plan.
Preservation programs offer opportunities for coalition building, This spring marks the fifth year
that the Historic Preservation Commission ~HPC} has partnered with the Historical Foundation
of Hillsborough and Orange County The Foundation} to sponsor a photo contest. Please see
Attachment #1.} Leonard Vogel, a former member of the HPG and a member of the North
Carolina Society of the American institute of Building Design ~AIBD}, arranged for the AIBD to
donate $300 for prize money. All submitted photos will be on display in the Orange County
Museum during the month of May. Contest winners will be announced in front of the historic
courthouse during the May "Last Fridays" event. The HPC will also operate a booth at Last
Fridays with information an the Green components of preservation.
National Historic Preservation Month offers an opportunity for Orange County and local parkners
to reflect on successful efforts to preserve the built environment and associated heritage. In
2001, the National Trust selected the Town of Hillsborough as one of America's Dozen
Distinctive Destinations, and this year it has selected, the Town of Chapel Hill for the same
honor. Only five North Carolina municipalities have received this honor, and two are in Orange
County.
Other examples of preservation activity:
• Setting up a booth at the Town of Hillsborough's Last Friday's Event during May with
materials on the Green components of preservation;
• Sponsoring cultural and archaeological surveys of future county park sites as park of the
master design process, and developing new approaches to share the information from
those surveys with the public;
• Demonstrating a commitment to historic resource stewardship by recognizing that the
existing buildings at county park sites are irreplaceable assets and maintaining those
buildings for future use;
• Including a chapter on cultural and archaeological resource protection as part of the
Natural and Cultural Systems Element afthe 2030 Comprehensive Plan; and
• Publicizing and promoting the County's Local Landmark program, an honorary
designation program for local properkies with historic and architectural significance.
These examples represent a sample of the County's efforts to promote the importance of
cultural heritage and to use history as well as preservation for local economic development,
such as tourism, coalition building and making Orange County a destination,
FINANCIAL IMPACT: There is no financial impact associated with consideration of the
proclamation.
RECOMMENDATION~S~: The Manager recommends that the Board approve and authorize the
Chair to sign the proclamation designating the month of May as National Historic Preservation
Month in Orange County with the theme, "Celebra~lrrg amer~ca's Treasures", and that the Board
extend an invitation to the public to parkicipate in the upcoming events.

PROCLAMATION
OF
THE ORANGE COUNTY BOARD OF COMMISSIONERS
NATIONAL HISTORIC PRESERVATION MONTH
WHEREAS, historic preservation is an effective tool for managing growth, revitalizing
neighborhoods, fostering local pride and maintaining community character while enhancing livability;
and
WHEREAS, historic preservation is relevant for communities across the nation, both urban and rural,
and far Americans of all ages, all walks of life and all ethnic and cultural backgrounds; and
WHEREAS, it is important to celebrate the role of history in our lives and the contributions made by
dedicated individuals in helping to preserve the tangible aspects of the heritage that has shaped us as a
people; and
WHEREAS, Qrange County has became a strong advocate for the protection of cultural and
archaeological resources, and continues to pursue partnership opportunities to preserve these important
and often irreplaceable resources, to seek new and innovative ways to make local history engaging to
the public, and to encourage others to do the same; and
WHEREAS, grange County has demonstrated its commitment to historic preservation by using the
restored Alexander Dickson House in Hillsborough as a visitor center, stabilizing the farmsteads at
future County parks, including a cultural resources component to the 2030 Comprehensive Plan, and
designating important properties with historic and architectural significance as local landmarks; and
WHEREAS, "Celebrating America's Treasures" is the theme for National Historic Preservation
Month 2011, and in Orange County is cosponsored by the Orange County Board of Commissioners,
the Orange County Historic Preservation Commission, the Historical Foundation of Hillsborough and
grange County, the Alliance for Historic Hillsborough and the National Trust for Historic
Preservation;
NSW THEREFORE, we, the Grange County Board of Commissioners, do hereby proclaim May
2011 as National Historic Preservation Month in Qrange County and call upon the people of grange
County to join their fellow residents across the United States in recognizing and participating in this
special observance.
