Orange County Capital Building Project Update
As of March 31, 2011
This summary reflects current status of the following Orange County capital
building projects:
• Fairview Park
• Twin Creeks Greenway Trail
• Piedmont Food and Agriculture Processing Center
• Health and Dental Clinic Renovations at the Whitted Human Services
Center

A. Fairview Park:
Contractor: McQueen Construction, Bahama North Carolina
Designer: Corley, Redfoot, Zack, Chapel Hill North Carolina
Location: 195 Torain Street, Hillsborough North Carolina
Budget: $1,615,023.00
Description:
Construction of a 75 acre park in the Fairview community of Hillsborough,
featuring a ball field, tennis courts, basketball courts, a picnic shelter,
playground, and a walking track. This project received a grant from the
Parks and Recreation Trust Fund ("PARTF").
Status:
The project is complete and opened to the public on April 9, 2011.
B. Twin Creeks Greenway Trail:
Contractor: McQueen Construction, Bahama North Carolina
Designer: Coulter, Jewell, Thames, PE, Durham North Carolina
Location: Adjacent to Morris Grove Elementary School
Budget: $1,979,457
Description:
Construction of a .6 mile concrete greenway trail and bridge structure as
part of the Twin Creeks Master Plan. This project received a grant from
the American Recovery and Reinvestment Act ("ARRA").
Status:
The project is 98% complete. Final substantial completion inspections
were satisfactorily conducted in mid March. This project is currently being
closed out with NCDOT, the contract facilitator representing the ARRA
funds. The greenway should be open for use in early May, 2011.
C. Piedmont Food and Agricultural Processing Center
Contractor: Morlando Construction, Charlotte North Carolina
Designer: Corley, Redfoot, Zack Architects, Chapel Hill North Carolina
Location: 500 Valley Forge Road, Hillsborough NC
Budget: $1,400,369.00
Description:
Construction of a 10,000 square foot food processing facility that will
provide adequate tools for local farmers and food entrepreneurs to
prepare and sell their products to the local market. The facility is funded
by grants from the Tobacco Trust Foundation, the Golden Leaf
Foundation, Department of Energy (ARRA funds), the Specialty Crops
Foundation, the NC Agricultural Development and Farmland Preservation
Trust, and the Rural Advancement Foundation International
Status:
The project is 75% complete. The substantial completion date has moved
to mid May from its scheduled completion date of April 18. The food
service equipment will be installed near the end of May as well.
D. Orange County Health and Dental Clinic Renovation
Contractor: H.M. Kern Corporation, Charlotte North Carolina
Designer: Corley, Redfoot, Zack Architects, Chapel Hill North Carolina
Location: 300 West Tryon Street
Budget: $1,470,000.00
Description:
Renovation of the ground floor of Building A (former administrative offices)
for the consolidated health clinic and. the upfit of Building B (current dental
clinic) for expansion of consolidated services at the location. The project
also includes structurally reinforcing the 1St and 2"d floor of building A as
well as the installation of a whole building sprinkler system in Building A.
Status:
The project is 20% complete and on schedule. The project is being
completed in two phases: Building A and then Building B. Demolition is
complete in Building A; ongoing "rough-in" installation of mechanical,
electrical and plumbing rough-in continues. Building A is scheduled to be
complete in late May, 2011, followed by the health department
consolidation within Building A and the beginning of the Building B phase.
Building B is scheduled to be complete in late July, 2011 and will be
occupied by the consolidated dental operations moving in from the
Carrboro location.
