Benedict, Planning Director, 245-2592 PURPOSE: To discuss how to achieve a timely, focused and on-topic land use and UDO amendment work program. BACKGROUND: UDO Phase I was adopted on April 5, 2011, the first phase of many. This work session will frame the work that lies ahead. 1. Context: Orange County's Growth Management Program - an overview of how the land use stage has been set for focused growth and economic development. 2. Land Use and UDO Chances: Although we will focus on achievable and `bite-size' projects, the implementation of the Comprehensive Plan vision with an emphasis on Economic Development will be a dynamic and long-term project. We intend to bring forward an orderly and regular work program. 3. Economic Development: This topic has been the clear focus of BOCC goals and commitment. Suggested Land Use/UDO amendments will further these goals. 4. Planning Elements of Development a. Land Use Location b. Zoning/Design Standards c. Approval Processes 5. Prioritize Focus by Infrastructure availability. Next Steps: Staff will work with the Chair/Vice Chair and Manager to formulate an outline of amendments with the aspects noted on Attachment 1. FINANCIAL IMPACT: Existing Planning Staff will work within existing time and capacity. Pending the outcome of the final list of activities in the UDO Phase II work program, staff will ascertain the need for consultants. Funds can be added in the budget for materials and outreach, as determined.
