PURPEi To receive an update on the proposed dissolution of the Hycneechee Regional
Library System ~HRLS} and the multi-year transition plan to an independent grange County
library system and provide feedback to staff.
BA~CRO~JND: On Septer~ber ~~, ~~~ ~, the Board of Commissioners received an update on
grange County Library services, which included information on probable changes in
Administration Rules and Regulations far the governance and operations of regional library

Since that September work session, the Caswell, grange and Person county library directors, at
the request of the HRLS Board of Trustees, net on December 7~~ with the State Library of North
Carolina to further explore the implications of the ruse changes and report back to County
Management and Trustees prior to the HRLS January ~o~ ~ Board meeting.
At the January HRL Board meeting, changes were again reviewed and determined that the
two options forthe region ~nrere to:
a} remain a region by instituting the new requirements; or
b} terminate the contract for the region and become three independent county library
ysterr~s. Discussions facued on funding changes, increased administrative costs,
and hoer best to serve the future needs ofthe three distinct counties.

far state and federal grams based on oach county's needs and demographics.
Currently, applications for grants must be done for the entiro region and noea[s that
are just county specific may not be addressed unless it vtirould benefit the entire
region.
To achieve an orderly transifian frar~ region to county system, the library directors recommend
a rnulti~year approach to assure a continued high level of service to tho comrnunitio. The plan
v~ould cover FY ~0~0-~ ~, FY ~0~ ~-~~~~ and FY 20~~ ~- ~~~~. during FY 20~ ~-~g~ the region
uvauld remain intact, but libraries v~rauld ~var[c to~rard full compliance pith State Aid regulations.
In FY ~a~~#20~ libraries vuould be independent systems, but selected services as outlined in
the transition plan v~ould remain and ~rould be administered by grange bounty
~n April ~ , 2~ ~ ~ , the H RL Board ~ri~~ formally vote an the proposal for disoiution and
transition timeline. Shvu[d there bo an affirmative vote, the proposal evil[ re#urn to respective
County management staffs and Boards of Con~n~issioners Frith a request they consider
authorization. The documents could then be sent to the State Library for fornna[ notification.

expenses that are na~r paid by the regional library systerr~. [n FY ~g~ ~ ~~ ~ there ~rould be an
additional expense of ~ ~ t~ in personnel casts, In FY ~0~ ~-~ ~ the County ~rould assume
another ~8,g9 in personnel costs and ,egg in POLARIS ~boak catalog and patron account
