At the January HRL Board meeting, changes were again reviewed and determined that the two options forthe region ~nrere to: a} remain a region by instituting the new requirements; or b} terminate the contract for the region and become three independent county library ysterr~s. Primary Peasons forTransition to [ndependent bounty Systems: ~ } According to estimates from the grange bounty Financial Services department, hiring an independent financelbusirress manager uvould cost approximately ~4,~Dg per gear. urrent[y the region pays grange bounty an annual sum of ~,g~g far those services. As pith any other county operating depar#ment, this post could be absorbed internally by each caur~ty FinancelBudet off ice. } fiver the years the three ~} counties have developed into distinct service areas that required targetedlfacused library service based on each c~unfiy's unique population, The threo library systems v~ould be able to develop their specific palicie, procedure, catalog, electronic resource offerings, and long range strategic plan. } The counties rauld b farrrrally recognized by the State Library of North Carolina a three independent library systems. This v~ould llov~ for greater vpportunityto apply far state and federal grams based on oach county's needs and demographics. Currently, applications for grants must be done for the entiro region and noea[s that are just county specific may not be addressed unless it vtirould benefit the entire region. To achieve an orderly transifian frar~ region to county system, the library directors recommend a rnulti~year approach to assure a continued high level of service to tho comrnunitio.
