Housing, Human Rights, and PUBLIG HEARING: ~YCN~ No Community Development ATTAGHMENT~S~: [NFORMATIgN CgNTACT: Proclamation Tara L. Fikes, 245-2490 PURPOSE: To approve a proclamation designating April as Fair Housing Month 2011. BAG[~GROUND: April 291 ~ marks the 43rd anniversary of the Federal Fair Housin Act of ill ~ . r . g 1968 and the 28 anniversary of the North Carolina Fair Haus~ng Act, which provide for equal opportunity in the sale, rental, and financing of housing. The US Department of Housing and Urban Development THUD} has designated "Live Free From Housing Discrimination' as the theme for activities to acknowledge April 2911 as Fair Housing Month. Established in 198?', the grange County Human Relations Commission Commission} is charged with enforcing the grange County Civil Rights Ordinance that prohibits discrimination in housing and public accommodations on the basis of race, age, sex, religion, familial status, national origin, color, veteran's status and disability. In keeping with the HUD theme for 2911 Fair Housing Month, the Commission will continue its campaign to affirmatively further fair housing through education and outreach efforts to Orange County residents, landlords, and management companies. Fair treatment, equal access and mutual respect are the benchmarks of the Commission's charge and commitment. Through education, outreach and partnerships, the Commission works to prevent discrimination and foster mutual understanding in grange County. F[NANCIAL IMPACT: There ~is no financial impact associated with consideration of the praclamation. RECOMMENDATION~S~: The Manager recommends that the Board approve the proclamation and authorize the Chair tv sign the proclamation, GRANGE CQUNTV BC]ARD QF C4MMISSIQNERS A PRQC'LAMATIaN FAIR HOUSING MONTH WHEREAS, April 2011 marks the 43r~ anniversa of the Fair Housin Act of 1968 and the 28th rY g anniversary of the North Carolina Fair Housing Act prohibiting discrimination in housing on the basis of race, color, sex, religion, national origin, handicap and familial status; and WHEREAS, the grange County Board of Commissioners enacted the Qrange County Civil Rights ordinance on June 6,1994, which affords to the residents of Qrange County the protections guaranteed by Title Vllr and additionally encompasses the protected classes of veteran status and age; and WHEREAS, Qrange County and the United States Department of Housing and Urban Development as well as concerned residents and the housing industry are working to make fair housing opportunities passible for everyone by encouraging others to abide by the letter and the spirit of fair housing laws; and WHEREAS, despite of the protections afforded by the Qrange County Civil Rights ordinance and Title vIrl as amended, illegal housing discrimination still occurs in our nation and in our County; and WHEREAS, by supporting and promoting fair housing and equal opportunity, we are contributing to the health of our County, State and Nation; N4W, THEREFQRE, do we, the Board of County Commissioners of grange County, NC proclaim April 2011 as FAIR HQUSING MONTH and commend this observance to all grange County residents.
