Applicants will be required to submit documentation of private providers and private sector participation; information on Community Transportation Forums held (if requested); and a public notice of the opportunity to request a public hearing in order to comment on the grant application. Upon request, the applicant must hold a public hearing on the proposed project to allow members of the community the opportunity to comment on transportation needs and the grant application. The applicant must publish one public notice in a newspaper(s) having general circulation in the project's proposed service azea. It is recommended that the public notice for the hearing be published at least thirty (30) days prior to the submittal of the application. A sample notice is included in this application. If requested, the public hearing must take place at the date, time and place identified im the Public Hearing Notice. It is recommended that the public notice provide a minimum of seven (7) calendar days of notice and a maximum of fourteen (14) calendar days of notice between the time that the newspaper Public Hearing Notice is actually published and the actual hearing date. By adhering to the thirty (30) seven (7) and fourteen (14) day recommendations, the applicant will assure that there will be at least a two (2) week window to respond effectively to any public issues, ideas, and concerns that may arise. Additionally, public outreach and marketing efforts should be accomplished through Community Transportation Fomms. When requested locally, the community transportation system will hold Community Transportation Fomms (i.e., outreach meetings) within the transportation system's service area. NCDOT and subrecipients must not discriminate on the basis of race, color, national origin, orsex in the awazd of contracts or when making purchases. Systems that have contracting opportunities in excess of $250,000 (exclusive of rolling stock) in a given Federal fiscal year must prepaze a DBE program, adopt an annual DBE percentage participation goal, and submit quarterly reports for NCDOT review. Reporting forms and instructions can be obtained from NCDOT. Systems with annual grant awards of less than $250,000 (exclusive of rolling stock) must complete and submit the enclosed "DBE Good Faith Efforts Certification" with this application. All Core agencies must actively coordinated their client transportation needs and resources at the highest level of ridesharing and cost sharing possible through the local community transportation system; 2. Core agencies may have situations when some of their transportation needs will be met outside the coordinated community transportation system because it is more cost effective. However, every effort shall be made by the core agencies to insure that the coordinated system has an opportunity to evaluate the costs of these services outside their system to compare fully allocated costs; 3. Ail other agencies and community organizations in the service area should be encouraged to utilize the community transportation system so as to increase opportunities for more ridesharing and cost sharing; 4. The local Community Transportation Service Plan shall be updated periodically (at a minimum, annually) to reflect changes in agency participation, and these changes will be coordinated with the NCDOT Public Transportation Division and the local community transportation advisory board, Upon completion of by all parties, this Memorandum of Understanding will service as an official addendum to the local CTSP. 5. CTP funds are to be used exclusively to assist in funding administrative, operating, and capital needs of the Community Transportation System, in which the amount of funding will based on the level and(or type of service provided (i.e. Rural General Public, Employment Assistance, etc.) 6. All parties understand that if PTD determines that one o;more core agencies is not participating in the coordinated system when the system could provide it more cost effectively, then CTP funds will be withheld until corrective action has been taken by the core agency (ies).
