to perform the follotiving survey work. on the Fairview Park Campus. C?ur scope of work twill include:
Boundary Survey
A. Perfc.~rrn necessary research at the Register of deeds.
B. Notify all adjoining property owners that we will. lie surveying in the area,
C. Perform a boundary survey of tracts PIN 9$b5-',3~20~ ~. PIN 9865-', ~-v'+~17.
D. Produce recordable plat of property with NAD 83 Grid coordinates,
E. Show all survey gaps and -or overlaps and encroachments.
F, flap all zoning districts if applicable.
G. ;ylap all setbacks.
H. l:..ocate and map all K'W's easements, roads (paved. & unpaved}, all utilities* on the
propert}~ {above ~: helots ground} with elevations on storm drainagz and :;anrtary sett=er.

PURPOSE: To consider awarding a contract to Summit Consulting Engineers for a survey of
topography on the 67-acre property owned by Orange County and the Town of Hillsborough for
an expansion of Fairview Park.
BACKGROUND: Orange County has solicited qualified and experienced firms to conduct
surveys of cultural and archaeological resources, and topography, for the Fairview Park site,
which is owned by Orange County and the Town of Hillsborough. These surveys are necessary
for the design process for Fairview Park and associated facilities.
Orange County received four submittals of qualifications for the topographic survey work, and
after a thorough evaluation of the submittals and consultation with the Purchasing Department,
staff recommends awarding the contract to Summit Consulting Engineers of Hillsborough. The
survey results would be completed by the end of March 2005.
A proposed contract for the cultural and archaeological survey will be presented to the Board at
a December meeting, with results of this survey completed by February.
FINANCIAL IMPACT: The cost of the topographic survey is $30,925. Funding exists in the
current budget for Fairview Park for this survey.
RECOMMENDATION(S): The Manager recommends that the BOCC approve the contract with
Summit Engineering for completion of a topographic survey of Fairview Park, and authorize the
Chair to sign the contract, subject to final review by staff and County Attorney.
