BACKGROUND: The current Computer Aided Dispatch (CAD) system is based on a basic system that only processes internal information utilizing static Global Positioning System (GPS) information, rudimentary cellular location data and hand-input dispatch codes. The proposed new addition to the CAD system will bring the system up to moderate levels allowing operations from field units interacting directly with the 911 Communications Center. It will allow call processing, dispatching and routing of the closest unit to a call for service request, improving response times, allowing the 911 Center and field supervisors to monitor locations of units and further enhancing safety. The mapping component will allow telecommunicators to zone into call locations and determine the shortest route for assigned resources and redirect closer units. Another feature of this package is the addition of mobile data-sharing gateways which will create a persistent connection between the 911 Center and all field units to allow the reliable movement of data back and forth from the mobile units, thus further increasing response efficiency and safety. This start-up package will outfit 10 mobile units. If this pilot program is successful, staff will develop additional materials for Board consideration at a later date to outfit additional mobile units. FINANCIAL IMPACT: This start-up package can be funded from the Emergency Telephone System Fund using funds as allowed by the NC 911 Board for Public Safety related expenses. The cost of this package is $55,042. Ongoing Annual Software License and Maintenance after the first year is $3,950 and will be budgeted within the Communications Division of Emergency Services.
