PURPOSE: To consider resolutions providing comments regarding the Draft 2012-2018 State
Transportation Improvement Program (STIP). The two resolutions are:
1. A Resolution Providing Comments to the North Carolina Department of Transportation
(NCDOT) Regarding the Draft 2011-2020 State Transportation Improvement Program Division
7 Projects in Orange County; and
2. A Resolution Providing Comments to the Durham-Chapel Hill-Carrboro Metropolitan Planning
Organization (DCHC MPO) Transportation Advisory Committee (TAC) Regarding the Draft
2012-2018 Metropolitan Transportation Improvement Program (MTIP).
BACKGROUND: Federal Planning Rules (23 CFR § 450.216) require that each State "develop a
statewide transportation improvement program (STIP) for all areas of the State", including the
Transportation Improvement Programs (TIP) created by Metropolitan Planning Organizations
(MPOs). The 84-page Draft MTIP is available on the County website. Attachment 5 provides
background information on the MTIP and changes to the STIP proposed in the MTIP.
The STIP must contain all projects that will use federal aid highway funds. The Federal Rules require
the STIP to cover a period of no less than four years and be updated at least every four years. State
law (§ 1436-350(f)(4)) requires the Department of Transportation to adopt a seven year
Transportation Improvement Program. Attachment 4 includes the Draft STIP for Orange County and
background information regarding its development.
NCDOT updates the STIP every two years. The next update starts this year with submittal of local
priority projects to MPOs and Rural Planning Organizations (RPOs) to be ranked in the regional
priority lists submitted to NCDOT. Priority protects submitted by the regional transportation planning

agencies and not included in the Draft STIP are scheduled for reprioritization in 2012. The
DCHC MPO must submit to NCDOT any changes (deletions or additions) to its priority list by July
NCDOT will apply its strategic prioritization criteria to projects and return the results to the regional
agencies prior to DCHC MPO and the Triangle Area Rural Planning Organization (TARPO)
submitting their ranked lists of projects to NCDOT. Regional organizations have been asked to
submit ranked priority lists by October.
Schedule
• DCHC MPO anticipates adopting a final 2012-2018 MTIP by May 2011.
• Changes to Priority Lists for 2014-2020 TIP to be submitted to NCDOT by July 2011.
• NCDOT anticipates adopting the final 2012-2018 STIP by August 2011.
The Orange Unified Transportation Board (OUTBoard) reviewed that Draft STIP. The OUTBoard
recommends comments submitted in Attachment 3 to be endorsed by the BOCC and forwarded from
Orange County to NCDOT and the DCHC MPO.
Project Comment Summary
The Resolutions contain comments on the following projects.
1 TIP Project E-4980, pedestrian bridge on Orange Grove Road over I-40. Orange County
urges this project to remain in, and be funded in the 2011-2020 Transportation Improvement
Program
2 EB-5108, Dairyland Road (SR 1112), Union Chapel Grove Road (SR 1111) to Orange Grove
Road (SR 1006), add wide paved shoulders. Orange County requests NCDOT to proceed
without delay with the feasibility study scheduled in the 2009-2011 TIP.
3 B-5348, Old Greensboro Road ASR 1005), replace bridge number 85 over Phil's Creek.
Orange County recommends accelerating this project.
4 Project I-0305, widen I-85 to six lanes and reconstruct interchanges and structures. Orange
County requests that NCDOT consider comments submitted for previous TIP updates by
Orange County regarding the I-85 widening project.
5 Projects to alleviate congestion in downtown Hillsborough. Orange County requests that
studies be programmed for the following projects to alleviate congestion in downtown
Hillsborough:
• R-2825, South Churton Street improvements from I-40 to the Eno River;
• U-3436, Realignment of the Eno Mountain and Mayo Street intersections with Orange
Grove Road;
• Anew project to extend Orange Grove Street to US 70 A; and
• Anew project to widen NC 86 from US 70 Bypass to NC 57 with intersection improvements
at US 70.
Please note projects that were shown in previous versions of the STIP as "unfunded" and were not
funded in this DRAFT STIP have been removed from the DRAFT STIP document. These projects
are scheduled for reprioritization in 2012. Orange County priority projects scheduled for
reprioritization in 2012 are noted in Attachment 6. Other projects of interest to Orange County
scheduled for reprioritization include:
1 TIP Project R-2716, convert grade separation at Mattress Factory Road and I-85/ I-40 to an
interchange; and
TIP Project I-0305B, widen I-85 to six lanes and reconstruct interchanges east of Lawrence Road to
the Durham County Line. (TIP Project I-0305A, widen I-85 to six lanes and reconstruct
interchanges from I-40 to Lawrence Road, is scheduled in the Draft STIP for right-of-way
acquisition in 2017-2019, with construction to 2020.)
FINANCIAL IMPACT: There is no immediate financial impact associated with this item.
RECOMMENDATION(S): The Manager recommends the Board:
1. Review and consider the comments;

2. Approve the Resolution Providing Comments to the North Carolina Department of
Transportation Regarding the Draft 2012-2018 State Transportation Improvement Program;
and
3. Approve the Resolution Providing Comments To the Durham-Chapel Hill-Carrboro
Transportation Advisory Committee Regarding the Draft 2012-2018 Metropolitan
Transportation Improvement Program.
Based on discussion at the February 24 Joint Orange CountylTown of Hillsborough Commissioners
meeting, the Board may consider adding some or all of the following comments in the resolutions:
• Orange County recognizes the importance of the I-85 widening project to economic
development, and urges NCDOT to accelerate Project I-0305A, widening I-85 from I-40 to
west of SR 1709, Lawrence Road with reconstruction of interchanges at Old NC 86 and NC
86.
• The County also. recognizes the importance to economic development of improvements to
Buckhorn Road, scheduled for reprioritization in 2012. Orange County urges the NCDOT and
the MPO to give due consideration to the need for those improvements in the next STIP and
MTIP.
• Additionally, MPO transportation projects along I-85 and I-40 corridors need to be prioritized in
a synchronized manner.

A RESOLUTION PROVIDING COMMENTS TO THE
NORTH CAROLINA DEPARTMENT OF TRANSPORTATION
REGARDING THE
DRAFT 2012 - 2018 STATE TRANSPORTATION IMPROVEMENT PROGRAM
DIVISION 7 PROJECTS IN ORANGE COUNTY
WHEREAS, Orange County welcomes the opportunity to participate in development of
the North Carolina Transportation Improvement Program; and
WHEREAS, Orange County gives priority to identified safety needs in the vicinity of
schools, on existing roads and bridges, to other transportation projects that encourage
alternatives to automobile travel, to projects that minimize adverse impacts on the natural
environment and cultural sites, and to those projects that foster economic development in the
designated Economic Development Districts; and
WHEREAS, Orange County has submitted a Priority List of transportation projects for
inclusion in the State Transportation Improvement Program (STIP); and
WHEREAS, the North Carolina Department of Transportation has revised its process
for developing the State TIP to be more transparent, and has released the 201.1-2020 Work
Program containing a Draft 2012 - 2018 STIP for public comment; and
WHEREAS, Orange County, as a member of the Durham-Chapel Hill-Carrboro
(DCHC) Metropolitan Planning Organization (MPO) has submitted comments to the
Transportation Advisory Committee of the DCHC MPO regarding transportation projects
within the Metropolitan Area Boundary (MAB); and
WHEREAS, the North Carolina Board of Transportation is the sole approving authority
for the STIP for areas of the State outside Metropolitan Area Boundaries; and
WHEREAS, a large portion of Orange County lies outside the DCHC MPO MAB;
NOW, THEREFORE, BE IT RESOLVED by the Orange County Board of
Commissioners that Orange County submits the following comments regarding transportation
projects in the County, as recommended by the Orange County Unified Transportation Board,
for consideration by the North Carolina Department of Transportation in development of the
Final 2012- 2018 State Transportation Improvement Program:
1. Orange County supports greater funding for alternative modes for transportation,
particularly for improvements that make bicycling safer on County roads. Funding for
bicycle -and pedestrian projects is insufficient for implementing viable bicycle networks.
Many of Orange County's top priorities are bicycle/pedestrian projects.
2. TIP Project E-4980, pedestrian bridge on Orange Grove Road over I-40: Orange County
urges this project to remain in, and be funded in the 2011-2020 Transportation
Improvement Program. The County also requests that the feasibility study completed in
Attachment 1 5
2010 be ;reconsidered to include in the project a small stretch of sidewalk (approximately
miles) from the future pedestrian overpass to Timbers Avenue. The pedestrian overpass
is the most important element of the Safe Routes to School (SRTS) Action Plan for the
Grady Brown Elementary School (and by extension to Cedar Ridge High School).
Without it in place, funding requests or grant applications for sidewalks may not be
considered viable projects.
Orange County is completing a Safe Routes to School Action Plan, with anticipated
adoption by local jurisdictions in spring 2011.
The North Carolina Department of Transportation (NCDOT) completed a feasibility study
for this project and the Director of the Bicycle and Pedestrian Transportation Division
recommends removing the project from the TIP based on the lack of supporting
pedestrian facilities to connect to the bridge.
Orange County Schools Superintendent has committed to the construction of a pedestrian
walking path on the school property to provide connection from the current bridge to the
Cedar Ridge High School entrance. If a small stretch of sidewalk were constructed from
the future pedestrian overpass to Timbers Avenue, an estimated 50-60 Cedar Ridge
students could walk safely to school.
Student counts, per Orange County Schools, show 126 high school students living within
one mile of Cedar Ridge. Most of these students live in one of three neighborhoods just
over I-40 from the school: Patriot's Pointe, Colonial Estates, and the Timbers. (Patriot's
Pointe is one of the largest apartment complexes in Hillsborough and has the highest
density population in the town as well.) The SRTS project has identified a short cut for
kids living in Patriot's Pointe and Colonial Estates that makes the walk along Orange
Grove Road very short.
Construction of a crosswalk on New Grady Brown School Road from Cedar Ridge High to
Grady Brown Elementary would provide access to many of the one hundred thirty-six
(136) Grady Brown Elementary School students living within a mile of the school.
3. EB-5108, Dairyland Road (SR 1112), Union Chapel Grove Road (SR 1111 to Orange
Grove Road (SR 1006), add wide paved shoulders
Orange County requests NCDOT to proceed without delay with the feasibility study
scheduled in the 2009-2011 TIP. This area experiences high levels of bicycle traffic from
Carrboro and Chapel Hill to rural routes. This route is a portion of the number 3 priority
listed in Orange County's Priority List for the 2009-2015 TIP for projects outside the MAB.
The entire project would connect the urbanized areas of Carrboro and Chapel Hill to
Efland and Mebane via Dairyland Road, Orange Grove Road, and Buckhorn Road. The
portion from Union Grove Church Road to Orange Grove Road is part of a loop that, along
with Old NC 86, has been designated as a North Carolina Scenic Corridor. NCDOT,
through the Moving Ahead Program and the Resurfacing Program has provided 2-ft.
paved shoulders on Orange Grove Road, improving conditions for cyclists from Dairyland
Road to NC 54. Orange County requested this project as a rural project, as most of the
route was outside The DCHC MPO planning area. Recently the state approved an
expansion of the Metropolitan Area Boundary, which now includes most of this route.

4. B-5348, Old Greensboro Road (SR 1005), replace bridge number 85 over Phil's Creek:
Orange County recommends accelerating this project. The Draft STIP proposes
replacement of this bridge in 2019. NCDOT has programmed his portion of Old
Greensboro Road to be resurfaced in 2011 and Orange County has requested 2' paved
shoulders be included in the repaving project. The bridge will not handle being repaved
and has been patched repeatedly to repair recurring potholes. Old Greensboro Road is
identified in the Orange County Bicycle Plan and the DCHC Long Range Transportation
Plan as a priority bicycle route, and is part of the NCDOT Mountains to Sea Bicycle Route
(Route 2).
5. Project I-0305, widen I-85 to six lanes and reconstruct interchanges and structures:
Orange County requests that NCDOT consider comments submitted for previous TIP
updates by Orange County regarding the I-85 widening project. The OUTBoard requests
the following based on previous County comments:
• Provide, in consultation with county staff, sidewalks and bike lanes along
roads where interchange improvements are required, and to include adequate
guardrails on overpasses;
• Provide 12' wide travel lanes and 4' wide bicycle lanes for a total paved width
of 32' for any roads that may be relocated as part of the project (NCDOT
Division of Highways Planning and Environmental Branch has previously
indicated that Herman Church Road, SR 1713, and Old NC 10, SR 1710, may
be relocated as part of I-305);
• Widen the overpass on NC 86 to accommodate increased traffic volumes
resulting from recent development in the adjacent Economic Development
District;
• As part of the project, widen NC 86 from US 70 A to Old NC 10, SR 1710,
including bicycle lanes and sidewalks; and
Consult with county staff regarding design of the US 70 interchange to:
- To bring to the attention of the NCDOT Staff Biologist, the proposed
construction of a wildlife corridor under I-85 in the vicinity of US70
Interchange, as recommended in the "The New Hope Corridor Open
Space Master Plan: Proposals for Linking Duke Forest and Eno River
State Park"; and
- To provide a pedestrian trail under I-85 linking New Hope Creek and the
Eno River (New Hope Rustic Woodland Trail proposed as an element of
the Lands Legacy Program).
6. Projects to alleviate congestion in downtown Hillsborough
Orange County requests that studies be programmed for projects to alleviate congestion
in downtown Hillsborough, now that the Elizabeth Brady Road Extension project has been
canceled. These projects include:
• R-2825, South Churton Street improvements from I-40 to the Eno River;
• U-3436, Realignment of the Eno Mountain and Mayo Street intersections with
Orange Grove Road;
• Anew. project to extend Orange Grove Street to US 70 A; and
• Anew project to widen NC 86 from US 70 Bypass to NC 57 with intersection
improvements at US 70.

WHEREAS, Orange County, as a member of the DCHC MPO, has participated
in the development of the Durham-Chapel Hill- Carrboro (DCHC) Metropolitan Priority
List for the State Transportation Improvement Program (STIP); and.
WHEREAS, the North Carolina Department of Transportation has revised its
process for developing the State TIP to be more transparent, and has released the
2011-2020 Work Program containing a Draft 2012 - 2018 STIP for public comment; and
WHEREAS, the DCHC MPO Transportation Advisory Committee (TAC) is
charged with the development of the Metropolitan Transportation Improvement Program
(MTIP) to be included in the STIP, and has released the draft MTIP for public comment;
and
WHEREAS, the Board of County Commissioners has reviewed the Draft 2012-
2018 DCHC Metropolitan Transportation Improvement Program;
NOW, THEREFORE, BE IT RESOLVED by the Orange County Board of
Commissioners that Orange County submits the following comments to the DCHC
Transportation Advisory Committee to be considered in the development of the final
2012-2018 DCHC Metropolitan Transportation Improvement Program:

Subject: Comments Regarding the Draft 2012 - 2018 State
Transportation Improvement Program (STIP) and 2011 -
2020 Ten Year Transportation Work Plan.
At its meeting on January 19, 2011, the Orange Unified Transportation Board
(OUTBoard) discussed the Draft 2012-2018 State Transportation Improvement
Program (STIP) for Orange County, as proposed in the North Carolina Ten Year Work
Plan for 2011 - 2020. The OUTBoard approved the attached comments to recommend
the Board of County Commissioners include in Orange County's comments to the North
Carolina Department of Transportation and the Transportation Advisory Committee

ORANGE COUNTY UNIFIED TRANSPORTATION BOARD
COMMENTS REGARDING THE
DRAFT 2011-2020TRANSPORTATION IMPROVEMENT PROGRAM
The OUTBoard supports greater funding for alternative modes for transportation,
particularly for improvements that make bicycling safer on County roads. Funding for
bicycle and pedestrian projects is insufficient for implementing viable bicycle networks.
Many of Orange County's top priorities are bicycle/pedestrian projects.
The OUTBoard submits the following comments regarding four particular projects:
TIP Project E-4980, pedestrian bridge on Orange Grove Road over I-40: The The
Orange Unified Transportation Board urges DOT to fund the construction of the
pedestrian bridge in the 2011-2020 Transportation Improvement Plan. This
pedestrian bridge is the central element in the Safe Routes to School plan for Grady
A. Brown Elementary School and for Cedar Ridge High School. Without the bridge,
the SRTS plan cannot move forward.
We also recommend that the project be modified to include a short stretch of
sidewalk on the north side of the bridge extending from the bridge to Timbers
Avenue. This stretch is only 0.14 mile long, but when it is in place, it will provide
connectivity from the bridge to three high-density neighborhoods: Patriot's Point,
Colonial Estates, and the Timbers. To improve the pedestrian access to the south
of the bridge, the Orange County School System has committed to constructing a
safe and comfortable path from the pedestrian bridge to the Cedar Ridge entrance.
In phase II of the SRTS project implementation, we plan to apply for funding to
construct a crosswalk from the Cedar Ridge campus to Grady Brown, thereby
completing the connectivity.
This project will benefit many students and families. The Orange County school
system estimates that over 126 high school students live within one mile of Cedar
Ridge (2010 estimation). Most of these students live in the high-density Timbers,
Patriot's Pointe, and Colonial Estates neighborhoods. The school system estimates
that 136 Grady Brown Elementary students live in the same area. Safe walking
routes will allow students (and families) to walk to school and to school-based
activities such as sporting events and the completed routes will help the school
system save transportation dollars through the reduction in hazard busing.

The pedestrian overpass is the central and essential component for safe routes to
these schools. We urge you to move forward with this project.

2. EB-5108, Dairyland Road (SR 1112) Union Chapel Grove Road (SR 1111) to
Orange Grove Road (SR 1006) add wide paved shoulders
The OUTBoard requests NCDOT to proceed without delay with the feasibility study
scheduled in the 2009-2011 TIP. This area experiences high levels of bicycle traffic
from Carrboro and Chapel Hill to rural routes. This route is a portion of the number
3 priority listed in Orange County's Priority List for the 2009-2015 TIP for projects
outside the MAB. The entire project would connect the urbanized areas of Carrboro
and Chapel Hill to Efland and Mebane via Dairyland Road, Orange Grove Road, and
Buckhorn Road. The portion from Union Grove Church Road to Orange Grove
Road is part of a loop that, along with Old NC 86, has been designated as a North
Carolina Scenic Corridor. NCDOT, through the Moving Ahead Program and the
Resurfacing Program has provided 2-ft. paved shoulders on Orange Grove Road,
improving conditions for cyclists from Old NC 86 to Dairyland Road to NC 54.
Orange County requested this project as a rural project, as most of the route was
outside The DCHC MPO planning area. Recently the state approved an expansion
of the Metropolitan Area Boundary, which now includes most of this route.
3. B-5348, Old Greensboro Road (SR 1005) replace bridge number 85 over Phil's
Creek: The OUTBoard recommends accelerating this project. The Draft STIP
proposes replacement of this bridge in 2019. NCDOT has programmed this portion
of Old Greensboro Road to be resurfaced in 2011 and Orange County has
requested 2' paved shoulders be included in the repaving project. The bridge will
not handle being repaved and has been patched repeatedly to repair recurring
potholes. Old Greensboro Road is identified in the Orange County Bicycle Plan
and the DCHC Long Range Transportation Plan as a priority bicycle route, and is
part of the NCDOT Mountains to Sea Bicycle Route (Route 2).
4. Project I-0305, widen I-85 to six lanes and reconstruct interchanges and structures•
The OUTBoard requests that NCDOT consider comments submitted for previous
TIP updates by Orange County regarding the I-85 widening project. The OUTBoard
rerquests the following based on previous County comments:
• Provide, in consultation with county staff, sidewalks and bike lanes along
roads where interchange improvements are required, and to include
adequate guardrails on overpasses;
• Provide 12' wide travel lanes and 4' wide paved shoulders for a total
paved width of 32' for any roads that may be relocated as part of the
project (NCDOT Division of Highways Planning and Environmental
Branch has previously indicated that Herman Church Road, SR 1713,
and Old NC 10, SR 1710, may be relocated as part of I-305);
• Widen the overpass on NC 86 to accommodate increased traffic
volumes resulting from recent development in the adjacent Economic
Development District;
• As part of the project, widen NC 86 from US 70 A to Old NC 10, SR
1710, including bicycle lanes and sidewalks; and
• Consult with county staff regarding design of the US 70 interchange to:
- To bring to the attention of the NCDOT Staff Biologist, the proposed
construction of a wildlife corridor under I-85 in the vicinity of US70
Interchange, as recommended in the "The New Hope Corridor
Attachment 3 ~ 5
Open Space Master Plan: Proposals for Linking Duke Forest and
Eno River State Park"; and
- To provide a pedestrian trail under I-85 linking New Hope Creek and
the Eno River (New Hope Rustic Woodland Trail proposed as an
element of the Lands Legacy Program).
5. Projects to alleviate congestion in downtown Hillsborough
The OUTBoard requests that studies be programmed for projects to alleviate
congestion in downtown Hillsborough, now that the Elizabeth Brady Road Extension
project has been removed from the STIP. These projects include:
• R-2825, South Churton Street improvements from I-40 to the Eno River;
• U-3436, Realignment of the Eno Mountain and Mayo Street intersections with
Orange Grove Road;
• Anew project to extend Orange Grove Street to US 70 A; and
• Anew project to widen NC 86 from US 70 Bypass to NC 57 with intersection
improvements at US 70.

BACKGROUND
Draft STIP and 10-Year Work Program for Orange County (include web address)
The North Carolina Department of Transportation (NCDOT) released the Draft STIP,
included as years 2012-2018, of its 2011-2020 Work Program to the Metropolitan
Planning Organizations, Rural Planning Organizations, local officials and other
interested parties for their comment. The ten-year Work Program is financially
constrained, and defines clearly what the department will do with anticipated resources.
The NCDOT Work Program resulted from transportation reform efforts to make
transportation planning and project selection a more transparent process. The 10-Year
Work Program contains:
• A 5-Year Work Program programmed in the first 5-years of the current 2009-
2015 STIP;
• The draft 2012-2018 funding program (Draft STIP), and
• Remaining 2-years of projects ready to move into the construction phase as
anticipated funds become available in the 10-year time frame.
Orange County, in December 2008, submitted/requested its priority list of projects for
the 2012-2018 STIP through the DCHC MPO and the Triangle Area Regional Planning
Organization.
NCDOT, in developing the Draft 2012-2018 STIP, used adata-driven approach (the
new Strategic Prioritization Process) to rank projects for highways in priority order
based on the NC Department of Transportation's goals. Each MPO and RPO
established its own criteria for ranking bicycle and pedestrian projects and submitted its
top 5 highest ranked bicycle and 5 highest ranked pedestrian projects for NCDOT
prioritization.
Projects that were shown in previous versions of the STIP as "unfunded" and were not
funded in this DRAFT STIP have been removed from the DRAFT STIP document.
These projects are scheduled for reprioritization in 2012. Orange County priority
projects scheduled for reprioritization in 2012 are noted in Attachment 6. Other projects
of interest to Orange County scheduled for reprioritization include:
1 TIP Project R-2716, convert grade separation at Mattress Factory Road and I-85/
I-40 to an interchange; and
2 TIP Project I-03058, widen I-85 to six lanes and reconstruct interchanges east of
Lawrence Road to the Durham County Line. (TIP Project 1-305A, widen I-85 to
six lanes and reconstruct interchanges from I-40 to Lawrence Road, is scheduled
in the Draft STIP for right-of-way acquisition in 2017-2019, with construction to
2020.)

MTIP Background
The Transportation Advisory Committee (TAC) of the Durham-Chapel Hill-Carrboro
(DCHC) MPO, at its meeting on February 9, 2011, released the Draft STIP Local
Supplement for DCHC MPO for public comment, along with proposed changes to be
included as the Draft Metropolitan TIP (MTIP). The Draft 2012-2018 MTIP is available
on the County website

The TAC will hold a public hearing to receive comments on the Draft MTIP on March 9,
2011.
The Metropolitan Transportation Improvement Program (MTIP) outlines the anticipated
expenditure of local, state and federal transportation funds consistent with the elements
of the adopted Long Range Transportation Plan.
Metropolitan Planning Organization (MPO) and the Secretary of Transportation (as the
Governor's representative) must approve the TIP within the Metropolitan Area Boundary
(MAB). The Metropolitan TIP must be consistent with the STIP for the first four years of
the funding period.
The following tables list changes and additions to the Draft STIP proposed in the Draft
MTIP.
