BACKGROUND: On September 29, 1998, the Board of Commissioners approved a Cooperative A~reement with HUD for the period beginning the first (1St) day of October 1998 to the thirtieth (30 )day of September 1999. HUD now proposes a Cooperative Agreement to cover the Federal Fiscal Year (FFY) 2004. During FFY 2003, HUD and the Department entered into a Cooperative Agreement for $50,000. For FFY 2004, the Department applied for and was awarded a Partnership Initiative Grant in the sum of $100,000 to increase outreach and access to fair housing related services for limited English proficient communities and other underserved communities, thereby tripling the Cooperative Agreement Award. HUD's Cooperative Agreement includes payment for case processing, training, administration and education and outreach and activities that affirmatively further fair housing and the Fair Housing Act as Amended. HUD engages local agencies with enforcement power to carry out HUD's duties thereby increasing the scope and impact of the Fair Housing Act. FINANCIAL IMPACT: HUD proposes that the Department of Human Rights and Relations receive a total of $153,000 - $100,000 for the Partnership Initiative, $15,000 for Administrative Costs, $29,000 for training and $9,000 for case processing. RECOMMENDATION(S): The Manager recommends that the Board approve the Assistance Award/Amendment to the HUD Cooperative Agreement and authorize the Chair to sign to the agreement, subject to the approval of the County Attorney.
