PURPOSE: To accept an award from U.S. Justice Department State Criminal Alien Assistance
Program (SCARP) in the amount of $27,614 for Orange County.
BACKGROUND: The Sheriffs Office along with the Justice Benefits, Inc. (JBI) signed
agreement in June 2000 to secure appropriate Federal Financial Assistance in recovering
additional federal dollars that are due to the County for reimbursement of some of the costs of
incarcerating criminals who have committed serious crimes.
Based on JBI's work, the County will receive an additional $27,614 from the U.S. Department of
Justice. Based on the agreement provisions, the County will compensate JBI twenty-two
percent (22%) of the total received as a direct result of the work JBI completed.
FINANCIAL IMPACT: The County would receive $27,614 from the U.S. Department of Justice.
The County would compensate JBI $6,075.08, equaling 22% of the total amount, leaving a
balance of $21,538.92 for Orange County.
RECOMMENDATION(S): The Manager recommends that the Board of Commissioners accept
the award from SCARP in the amount of $27,614 for Orange County.

Wonderful News+. The Buxeau of ,lustice Assistance (BJA) of the federal government has just
released the Ar~vazd Pa~rnent List for the F~2004 SCRAP Claim. JBl is pleased to annauuce
that Qr~nge County will be awarded $2?,61~.QQ.
As we rneationed in an earlier email communication, BJA has a new award 1~equirememt this
year; "Award recipients must accept their award through the GMS within 45 calendar days of
BJA's official notification. Once 45 days elapses, the award may no longer be available."
We expect BJA to officially notify all FY2004 SCARP recipients within the next few days.
Once this has acc~rBd, we will contact you ante again with instructions on the draw down
procedure so that you can claim your award within the ~5-day requixeuaent. Much as we did
during the application process, JBI will open its SCRAP Help Desk to provide assistance with
the draw down procedure.
TII past years, many of our clients have requested that we write a press release suitable for their
local newspaper and other media. We will send this Press Release along with the draw down
instructions once BJA bas officially notified all award recipients.
As always, the "partnership" of Ornnge County and JBI led to the ultimate success of the award
amount for the FY2404 SCRAP Program. We would also like to commend the many individuals
on your staff for the v~ronderfitl spirit of cooperation in worlci.ng with JHI as we analyzed data and
prepared Orange County's claim.
