PURPOSE: To consider:
Awarding a bid (#367-276) to Morlando Construction Company of Charlotte, North
Carolina and CE Holt Refrigeration of Charlotte, North Carolina;
Awarding a bid (#1614) to Quality Refrigeration of Winston Salem, North Carolina for
walk-in coolers and freezers utilizing used panels; and
Authorizing staff to execute the necessary paperwork.
BACKGROUND: On June 15, 2010 the Orange County Board of County Commissioners
awarded a bid to Morlando Construction Company of Charlotte, North Carolina for the
renovation of the Piedmont Food and Agricultural Processing Center (PFAP). Food services
equipment was included in that bid solicitation; however, the Board chose to only purchase the
essential, built-in equipment in June ($76,800) while staff sought additional funding through
various grant sources.
Orange County was awarded a $193,100 Energy Efficiency Community Block Grant ("EECBG")
Program Transportation Grant to purchase food processing equipment for the Piedmont Food &
Agricultural Processing Center in October 2010. This grant program is designed to promote
innovation in energy efficient transportation as measured by the removal of carbon dioxide from
the atmosphere. These grant funds and their use to purchase food processing equipment will
allow more local food production and less truck transportation miles that would otherwise be
needed to deliver food products to local markets from distant production centers.
These funds supplement equipment funds granted through the Tobacco Trust Fund ($98,552),
the Specialty Crops Fund Grant ($79,950), and the RAFT Fund Grant ($28,819). Grant funds
allocated to the Project for equipment total $400,421.
Staff utilized the specifications that had been developed by Corley Redfoot Zack, the project
architect, and solicited bids on Orange County Bid # 367-276 for both new and used equipment.
Bids were only submitted .for new equipment. Due to the fact funding is coming from the
American Recovery and Reinvestment Act, additional procedures had to be included in both the
bid solicitation and during installation of the equipment. Attached is a tabulation for seventeen
items. Four companies submitted bids. Staff believes it is in the best interest of Orange
County to purchase these seventeen items from two vendors.
The County subsequently issued Bid #1614 for used equipment -two large walk-in coolers and
two walk-in freezers. Quality Refrigeration of Winston Salem, North Carolina submitted the only
responsive bid for the coolers and freezers that utilizes used panels with new cooling/freezer
units. The total amount of the bid is $96,691 which includes delivery and installation. Staff is
also currently seeking used equipment for stainless steel sinks and tables. Staff believes that
utilizing quality used equipment will offer savings without sacrificing performance. There are
also other additional items that need to be bid and purchased before the Center opens, and the
cost for those items as well as the used equipment are within the County Manager's signature
authority.

RECOMMENDATION(S): The Manager recommends that the Board:
Authorize the purchase of the ten food services equipment items as detailed on the
tabulation from Holt Refrigeration of Charlotte, North Carolina at a total cost of
$138,606.42 and the purchase of the seven food services equipment items as detailed
on the tabulation from Morlando Construction Company of Charlotte, North Carolina at a
total cost of $79,085;
• Authorize the purchase of two (2) each walk-in coolers and freezers utilizing used panels
Quality Refrigeration of Winston Salem, North Carolina at a total cost of $96,691; and
• Authorize staff to execute the necessary paperwork for the purchase of the equipment.
