SUBJECT: Buckhorn-Mebane Utilities Phase II/Land Use: Community Outreach

Background: Orange County has been evaluating the land use growth potential of the
I-85/I-40 interstate corridor since the early 90's. In 1994 Orange County rezoned over
1000 acres from Rural Residential (R-1) to Economic Development (ED) with
specialized design standards (i.e. Design Manual). Further, its review of these areas in
the Efland-Buckhorn-Mebane Corridor through small area planning efforts have
culminated in recommendations and implementation actions between 2005 and 2010.
Specifically:
• Watershed Boundary amendments near Seven Mile Creek
• Water and Sewer Management Planning & Boundary Agreement (WASMPBA)
amendments near Hillsborough and. Mebane
• Infrastructure Master Planning in the Buckhorn Economic Development Zones -
January 2010
• Funding for Utility Infrastructure Design in Buckhorn-Mebane Economic
Development areas in 2010-2011 budget
• Ongoing collaboration with the City of Mebane

All of the above actions have been preparing the economic development growth corridor
for change. In anticipation of this and acknowledging that these actions have been over
an extended period, staff will be pursuing public outreach to affected areas. Some
areas have:
ED land use and zoning,
Commercial-Industrial land use and residential zoning (R-1), and
Agricultural-Residential land use and zoning.
These areas have been proposed for a land use and zoning change to prepare for
primarily non-residential economic development with a minor mixed use component.
This public outreach will discuss, inform and seek input on land use changes, existing
conditions and in-progress engineering utility design work where access and easements
will be necessary.
Staff is scheduling a public outreach meeting on March 7, 2011 at Gravelly Hill Middle
School at 7:00 pm to discuss the variety of topics aforementioned and update affected
property owners on the master plan for the area. The County is preparing a questions
and answers brochure that will explain a variety of common questions regarding land
use, economic development and engineering. We will also be noting public water and
service utility design options that could promote cost/service benefit efficiency. We will
report on these options at an upcoming engineering design contract update.
