Objective 3-a EMS Documentation of Bioterrorism Plan. The EMS Systemis included in the county's comprehensive bioterrorism plan managed by Public Health. This plan is available for review. Objective 3-b EMS Mutual Aid Agreements with area hospitals. Orange County is a signatory entity on the North Carolina Statewide Mutual Aid Agreement. Orange County EMS does not currently have but is pursuing explicit agreements with the major surrounding hospitals. Objective 3-c EMS Mutual Aid Agreements with the EMS systems in your region. Orange County is a signatory entity on the North Carolina Statewide Mutual Aid Agreement. Orange County EMS does not currently have but is pursuing explicit agreements with major area EMS agencies. Objective 3-d EMS Participation in a Regional Disaster Preparedness Committee (DPC). Orange County EMS participates in the combined Duke /Midcarolina RACs Disaster Preparedness Committee. Objective 3-e EMS Participation in a Local Homeland Security Planning Committee. Orange County EMS participates in the Emergency Management Planning Committee composed of representatives from all emergency services providers in the county. Critical Benchmark 4-2: Surveillance and Patient Tracking Objective 4-2a EMS Premis. Orange County EMSplans to submit the required NCCEP datapoints directly to OEMS by using the PreMIS online software. Objective 4-2b EMS Other data collecting -tool. N/A Critical Benchmark 2-4: Credentialing of Clinicians 2 r Objective 2-4a EMS Credentialing and supervision of personnel not normally working in the EMS System. There is currently no plan in place for this function, but discussions are ongoing with county Public Health and UNC Healthcare. Critical Benchmark 6 Terrorism Preparedness Exercises Objective 6a EMS Participation in at least one Bioterrorism Exercise during FY 2003. Orange County EMS will participate in a bioterrorism exercise in June, 2004. SECTION II: PRIORITY ITEMS FOR FUNDING Critical Benchmark 2-6 PPE for 125 people/1,000,000 Population Objective 2-6a EMS Capability to provide appropriate PPE for population served. Orange County EMS has the requisite PPE including respirators, protective suits, and gloves to fulfill this requirement. This equipment was purchased through the 2002 Department of Justice State Domestic Preparedness Grant Program and the 2003 Department of Homeland Security State Homeland Security Grant Program. Critical Benchmark 2-7 Portable or fixed Decontamination Systems Objective 2-7a EMS Capability to decontaminate 15 ambulatory patients and Snon-ambulatory an hour with assistance of call in staff. Orange County EMS cannot meet this baseline capability at this time. We are requesting purchasing one decontamination shelter with accompanying water and shelter heaters to assist us in meeting this baseline capability. Critical Benchmark 2-10 Establish and ensures redundant communications between health care facilities, state, and local health departments during terrorist attack. Objective 2-10a EMS NC Medical Communications Network (NCMCN) system. Orange County EMS already has NCMCN-capable UHR radios in all of our Initial Response Vehicles (QRV). We are requesting funding to install NCMCN-capable UHF radios in our transport ambulance vehicles. Critical Benchmark 2-5 Pharmaceutical Caches Objective 2-5a EMS Development or maintenance of any pharmaceutical cache. This is a Health Department responsibility for Orange County and is being fulfilled by a separate funding source. Critical Benchmark 2-3 Response Plan to Increase Surge Capacity Objective 2-3a EMS EMS Systems may increase their deployment of extra medical resources by participating in regional SMAT III program. Orange County EMS has applied to develop an SMAT-III team. Critical Benchmark 5 Education Objective Sa EMS Documentation of any education associated with preparedness for terrorist events. Orange County EMS has no specific educational needs at this time. WMD training has been provided and is available to each of the EMS employees of our department. Critical Benchmark 2-8 Mental Health Objective 2-8a EMS Statement of capacity for mental health intervention with respect to any mental health system implemented or maintained. Orange County EMS provides a comprehensive mental health program for its personnel. This includes critical incident stress management programs supervised by a staff Psychologist who also offers CISD and specific counseling as needed following any incident and a twenty four hour available Employee Assistance Program. 4 CERTIFICATION AND ACCEPTANCE The Applicant hereby certifies that: 1.
