ORANGE COUNTY BOARD OF COMMISSIONERS 650
SPECIAL MEETING
APRIL 25, 1996
The Orange County Board of Commissioners held a joint meeting of all the governing boards on
Thursday, April 25, 1996 at 7:30 p.m. at Carrboro Town Hall for the purpose of holding a public forum on
proposed changes to the organizational structure for managing solid waste issues in Orange County.
COUNTY COMMISSIONERS PRESENT: Chair Moses Carey, Jr., and Commissioners William L.
Crowther, Alice M. Gordon, Stephen H. Halkiotis and Don Willhoit.
COUNTY ATTORNEY PRESENT: Geoffrey Gledhill
COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County Manager Rod
Visser and Public Works Director Wilbur McAdoo
More specifically, the purpose of the forum was to encourage public discussion and receive
comments from the public regarding:
1. the Landfill Owners Group's "Outline of the General Principles and Arrangements
'Recommended for a Joint Solid Waste Agency"
2. a potential schedule and process.for public debate
3. creation of a Joint Solid Waste Management Agency
Public comments were heard. Changes to the "Outline" were basically in three categories as
listed below. Most of these changes were suggested by Mr. B. B. Olive.
1. A recommendation to refer to the new organization as the "Agency" throughout the
outline would add consistency and clarity to the outline.
2. Changes to clarify employee status will be added to the outline. The outline assumed
that legally all employees would be employed by the County or other government.
However, the agency would recommend the hiring and firing of the chief admin.
officer.
3. Insertion of additional text that is primarily related to keeping pyrolysis or waste
conversion explicitly in the picture was suggested. The outline indicates that the
functions of waste management and waste processing are broad enough to include all
future potential technologies and ways of managing solid waste.
Additional comments received at the public forum
1. Jean Barr asked if the agency would issue bonds that require the vote of the people.
2. Roger Barr asked what the revenue responsibilities of member governments would be
and what would happen if a member withdrew.
3. Commissioner Gordon asked that the membership structure be reconsidered so that it
represents each government's financial stake based on waste generation or population
size.
The changes suggested above will be considered by the LOG as well as other desired changes
prior to finalizing the outline and forwarding it to the member governing bodies for consideration.
ADJOURNMENT
With no further items to consider, Chair Carey adjourned the meeting. The next regular meeting of
the County Commissioners will be held on May 1, 1996 at 7:30 p.m. at the Old County Courthouse in
Hillsborough, North Carolina.
