Capital Project Ordinance .5 ~-
Be it ordained by the Orange County Board of County Commissioners that pursuant to
Section 13.2 of Chapter 159 of the General Statutes of North .Carolina, the following
capital project is herehy adopted.
Section 1. The project authorized provides funds for the Health Department to
purchase capital items and make minor renovations to clinic space.
Medicaid maximization funds received by the Health Department finance
this project.
Section 2. The officers of the County are hereby directed to proceed with the project
within the budget contained herein.
Section 3. The following revenue is anticipated to complete this project:

Section 5. This ordinance supersedes all previous Medicaid Maximization Capital
Project Ordinances for Orange County.
Section 6. This ordinance, originally adopted February 16, 1999, shall be in effect
until June 30, 2006.
Adopted this 15th day of November 2005.

The Board considered approving County capital project ordinances for fiscal year 2005-
06.
Commissioner Gordon asked if Twin Creeks needed to be listed on this and Budget
Director Donna Dean said that the Board approved the capital project ordinance for this on
June 7th, which took it through the front fiscal year. It is still an active project.
A motion was made by Commissioner Gordon, seconded by Commissioner Foushee to
approve the County capital project ordinances for fiscal year 2005-06.
VOTE: UNANIMOUS
6. Resolutions or Proclamations
a. Proposed Resolution To Name the New Southern Orange Senior Center For
Robert and Pearl Seymour
The Board considered a resolution to name the New Southern Orange Senior Center for
Robert and Pearl Seymour.
Commissioner Jacobs pointed out that the light green sheet is a revision to the
proposed name that was sent to him by Jerry Passmore, Director of Department on Aging. The
sheet suggests the name "Robert and Pearl Seymour Center for Longevity and Well-Being."
Chair Carey said that he encourages the Board to consider this strongly because of the
exemplary service that they have both provided to the County in working to ensure that seniors
have a place to go.
Commissioner Halkiotis said that this is an appropriate thing to do. The Seymour's have
worked tirelessly for seniors in Orange County.
Commissioner Halkiotis asked Jerry Passmore how many senior centers in the state
were called "Centers for Longevity and Well-Being." Jerry Passmore said that this would be a
first and that the focus is more on what are they trying to do with older citizens instead of
focusing on seniors. The intent is indicated with the new proposed name.
Commissioner. Halkiotis said that the people that are going to use the center should
choose the name.
Jerry Passmore said that they have done a poll of the seniors about the name, and they
liked the name "Center for Longevity and Well-Being." He would be more than happy to do
another poll and let them decide.
Chair Carey said that most of the people he has heard from want it to be called the
Robert and Pearl Seymour Center.
Commissioner Gordon said that she liked what Chair Carey said for its simplicity.
A motion was made by Commissioner Gordon, seconded by Commissioner Halkiotis to
approve a resolution to name the New Southern Orange Senior Center for Robert and Pearl
Seymour by calling it the "Robert and Pearl Seymour Center," with further investigation into
what, if anything, might be added to this name.

WHEREAS, Robert Seymourhas been a guiding force in the inception, planning, and design of
the new senior center since the project first began almost 20 years ago; and
WHEREAS, leaders of both the Orange County Advisory Board on Aging and the Friends of the
Chapel Hill Senior Center recognize and acknowledge Reverend Seymour and his
