PURPOSE: To consider making two new appointments and one reassignment to the Advisory
Board on Aging.
BACKGROUND: The Clerk's office has received a recommendation from the Advisory Board
on Aging for appointment of Mr. Elijah (Ed) Flowers, III and Mr. Alexander Castro and for the
reassignment of Ms. Thelma Perkins. If appointed, Mr. Flowers will be serving a full term
expiring 06/30/2013 and Mr. Castro will be serving a partial term expiring 06/30/2011. Ms.
Perkins expiration date will change to 06/30/2013.

Subject: Board Appointment
At the November 9, 2010 meeting of the Advisory Board on Aging two applications for
membership were considered. The Advisory Board voted to recommend that Mr. Elijah
(Ed) Flowers, III be appointed to the position made vacant when Janice Wassel's second
term expired on June 30 (position#6).
Mr. Flowers is retired from Duke University Hospital as a Senior Nuclear Medicine
Technologist. He serves on the Orange County Nursing Home Community Advisory
Committee, the Senior Care Board of Directors, and the Friends of the Orange County
Library.
Mr. Flowers has attended several Advisory Board meetings and has expressed interest in
becoming a member. His combination of professional skills and volunteer experiences
makes him an excellent candidate for appointment to the Advisory Board on Aging

At the November 9, 2010 meeting of the Advisory Board on Aging two applications for

Alexander Castro be appointed. With the transfer of Thelma Perkins to vacant position
#11, Mr. Castro would be qualified for appointment to her former position (#7).
Mr. Castro is retired from the US Navy. He has volunteered for the past eight years with
the Orange County Habitat for Humanity as a carpenter and Spanish language interpreter
and translator. He is a resident of Bingham Township.
Mr. Castro has attended several Advisory Board meetings and has expressed interest in
becoming a member.

now an Administrative Assistant in Dentistry where I perform a variety of functions

preparing reports, drafting letters, etc. I would like to serve on the Advisory Boards
because I am experiencing first-hand, in regards to my elderly mother, in trying to find an
affordable assisted-living facility in good standard that really uphold the care and the
best interest of their residents. Also the assurance of knowing that these facilities are
being governed by guidelines, rules and regulations that they have to adhere to and that
there are committees to visit these faciliteis to ensure that these guidelines are being
carry out. It is difficult enough to have to place our elderly family members in a facility
but having the reassurance in knowing that they are being well taken care of makes this
transition a lot more bearable.
Volunteer Experience:
I volunteer at my church, Hospitality- serving guests of the Pastor and greeting members
as they enter the church, Sisters of Jubilee-visiting the Women prisons in Raleigh,
organizing birthday parties, prayer and fellowship, visiting the sick and shut in.
