Statutes of North Carolina, the following capital project is hereby adopted. Section 1.The project authorized provides funds to install or update life safety and security systems at County facilities. Pay-as-you-go funds would finance the project. Section 2.The officers of the County are hereby directed to proceed with the project within the budget contained herein. Approval of County Capital Project Ordinances .~ The Board considered approving County capital project ordinances for fiscal year 2005- 06. Commissioner Gordon asked if Twin Creeks needed to be listed on this and Budget Director Donna Dean said that the Board approved the capital project ordinance for this on June 7~', which took it through the front fiscal year. It is still an active project. A motion was made by Commissioner Gordon, seconded by Commissioner Foushee to approve the County capital project ordinances for fiscal year 2005-06. VOTE: UNANIMOUS 6. Resolutions or Proclamations a. Proposed Resolution To Name the New Southern Orange Senior Center For Robert and Pearl Seymour The Board considered a resolution to name the New Southern Orange Senior Center for Robert and Pearl Seymour. Commissioner Jacobs pointed out that the light green sheet is a revision to the proposed name that was sent to him by Jerry Passmore, Director of Department on Aging. The sheet suggests the name "Robert and Pearl Seymour Center for Longevity and Well-Being." Chair Carey said that he encourages the Board to consider this strongly because of the exemplary service that they have both provided to the County in working to ensure that seniors have a place to go. Commissioner Halkiotis said that this is an appropriate thing to do. The Seymour's have worked tirelessly for seniors in O~~ange County. Commissioner Halkiotis asked Jerry Passmore how many senior centers in the state were called "Centers for Longevity and Well-Being." Jerry Passmore said that this would be a first and that the focus is more on what are they trying to do with older citizens instead of focusing on seniors. The intent is indicated with the new proposed name. Commissioner Halkiotis said that the people that are going to use the center should choose the name. Jerry Passmore said that they have done a poll of the seniors about the name, and they liked the name "Center for Longevity and Well-Being." He would be more than happy to do another poll and let them decide. Chair Carey said that most of the people he has heard from want it to be called the Robert and Pearl Seymour Center. Commissioner Gordon said that she liked what Chair Carey said for its simplicity. A motion was made by Commissioner Gordon, seconded by Commissioner Halkiotis to approve a resolution to name the New Southern Orange Senior Center for Robert and Pearl Seymour by calling it the "Robert and Pearl Seymour Center," with further investigation into what, if anything, might be added to this name. As a pilot project, exterior doors at the Whiffed Center buildings would be upfitted with door access controls to determine the best system to meet security needs. Environment and Resource Conservation, Countywide Departmental Budget Reductions, and Non- departmental L Board of Commissioners Meeting Calendar for Year 2006 The Board approved the final schedule of regular meetings for the Board of County Commissioners for calendar year 2006. k. Change in BOCC Regular Meeting Schedule The Board amended its regular meeting schedule by adding a meeting on Wednesday, November 9, 2005 at 5:30 p.m. (prior to the 7:30 p.m. Work Session) at the Government Services Center in Hillsborough, N. C. VOTE ON CONSENT AGENDA: UNANIMOUS ITEMS TO BE REMOVED FROM CONSENT AGENDA: d. Approval of School and County Capital Project Ordinances The Board considered approving School and County capital project ordinances for fiscal year 2005-06. Commissioner Gordon said that she noticed on the Soccer Superfund that it was $2.5 million, but it is only $2 million. Budget Director Donna Dean said that Commissioner Gordon is correct and it should be $2 million. She suggested pulling the Soccer Superfund and the West Ten capital project from this item. The corrected versions will be brought to the next meeting. Commissioner Gordon suggested holding the entire list. A motion was made by Commissioner Gordon, seconded by Commissioner Halkiotis to approve both school systems' capital project ordinances and to hold the Orange County's capital projects ordinance over to another meeting. VOTE: UNANIMOUS h. Petition for Addition of Subdivision Roads in Eno Woods to the North Carolina State Maintained Svstem The Board considered a petition to add subdivision roads in Eno Woods subdivision to the State Secondary Road System. Commissioner Jacobs wants to vote against this because there is no money for pedestrian and bike facilities but DOT is spending money on repaving. John Link said that they recommend for the County Commissioners to approve this until such time that the Board of County Commissioners can revisit this issue. A motion was made by Commissioner Halkiotis, seconded by Commissioner Foushee to approve a petition to add subdivision roads in Eno Woods subdivision to the State Secondary Road System and to revisit this issue. Certificate of Achievement for Excellence in Financial Reporting The Board was to consider recognizing the staff of the Orange County Finance Department for earning the Government Finance Officers' Association (GFOA) Certificate of Achievement for Excellence in Financial Reporting for the fiscal year ended June 30, 2004.
