Additions or Changes to the Agenda PUBLIC CHARGE The Board of Commissioners pledges to the citizens of Orange County its respect. The Board asks its citizens to conduct themselves in a respectful, courteous manner, both with the Board and with fellow citizens. At any time should any member of the Board or any citizen fail to observe this public charge, the Chair will ask the offending person to leave the meeting until that individual regains personal control. Should decorum fail to be restored, the Chair will recess the meeting until such time that a genuine commitment to this public charge is observed. All electronic devices such as cell phones, pagers, and computers should please be turned off or set to silent/vibrate. 2. Closed Session "Pursuant to N.C.G.S. 143-318.11(a)(3): "To consult with an attorney employed or retained by the public body in order to preserve the attorney-client privilege between the attorney and the public body, which privilege is hereby acknowledged." Pursuant to NCGS 143-318.11(a)(5):"To establish, or to instruct the public body's staff or negotiating agents concerning the position to be taken by or on behalf of the public body in negotiating (i) the price and other material terms of a contract or proposed contract for the acquisition of real property by purchase, option, exchange, or lease." "To discuss matters related to the location or expansion of industries or other businesses in the area served by the public body, including agreement on a tentative list of economic development incentives that may be offered by the public body in negotiations," NCGS § 143-318.11(a)(4). 15. Note: Access the agenda through the County's web site, www. co. orange. nc. us MEMORANDUM To: Orange County Board of Commissioners From: Greg Wilder, County Manager's Office Date: November 11, 2010 Re: Agenda Package Completeness for November 16, 2010 BOCC Regular Meeting Please note that the attached agenda package for the November 16, .2010 BOCC Regular Meeting includes all abstracts, attachments, and/or materials for all agenda items except in two cases. Those two cases are: 1) For Item 3-a -Presentation of Comprehensive Annual Financial Report FYE 6/30/2010, staff will provide Attachments 3 and 4 on Monday, November 15, 2010; and 2) For Item 4~k -Resolution Providing Final Approval of Terms and Documents for County's 2010 Installment Refinancings and Equipment Financing, staff will provide all the materials for this item on Monday, November 15, 2010. I also want to remind Board members with questions on agenda items (especially on the Consent items) to contact staff with questions by 12:00 noon the day before the meeting. In the past, this contact has helped the Board move more expeditiously through meetings and allowed staff to address any questions more efficiently and effectively. Board members are encouraged to continue contacting staff the day before the meeting with any questions on agenda items.
