This document establishes a Memorandum of Agreement ("MOA") between MANNA
FoodBank, Inter-Faith Food Shuttle ("MANNA"), and Orange County by and through its
Department of Social Services ("DSS") to hire a DSS Income Maintenance Outpost Worker who
will collaborate with MANNA, Inter-Faith Food Shuttle and its partner agencies, and other
Orange County service organizations/programs to help potentially eligible low-income
individuals and families apply for and receive Food and Nutrition Services benefits.
The purpose of this MOA is to identify and agree upon the roles and responsibilities of the
parties involved in the Food and Nutrition Services ("FNS") Outreach Collaborative.
The following roles and responsibilities were put forth during a meeting between Orange County DSS,
Inter-Faith Food Shuttle, and MANNA FoodBank/NC Association of Feeding America Food Banks on
August 4, 2010.
Present at the meeting: Nancy Coston & Yvette Smith, Orange County Department of Social Services;
Tonya Post, Inter-Faith Food Shuttle; April Morgan, NC Association of Feeding America Food Banks
I. Scope
• The Income Maintenance Outpost Worker will be employed by Orange County DSS and will
collaborate with MANNA, Inter-Faith Food Shuttle and its partner agencies, and other Orange
County service organizations/programs to help low income individuals and families apply for
and receive Food and Nutrition Services in Orange County only.
II. Financial agreement:
• MANNA Foodbank will contribute to the income maintenance outpost worker position as
follows:
o MANNA shall reimburse Orange County quarterly for the nonfederal portion of the
outpost worker's salary and benefits, not to include overtime pay
o Mileage reimbursement at the federal rate of $.50/mile, to be reimbursed quarterly
o MANNA will provide equipment to include laptop, case, mouse, mouse pad, USB key,
portable printer, portable scanner, cell phone, wireless air card, and monthly wireless
Internet service. Cell phone, air card, and monthly wireless Internet service to be paid
upfront by Inter-Faith Food Shuttle and reimbursed by MANNA FoodBank. Any
equipment provided will be returned to MANNA at the termination of the MOA.
III. Timeframe
• The MOA will be effective October 1, 2010-September 30, 2011.
• DSS will advertise the position and conduct interviews for an outpost worker immediately after
all parties receive approval to proceed (April Morgan and Inter-Faith Food Shuttle to
participate in interview panel - "present without vote")
IV. DSS and/or Income Maintenance Outpost Worker will:
• Take and/or process applications on-site at various agencies and community sites around the
County, specifically Inter-Faith Food Shuttle partner agencies willing to participate;
• Train agency personnel/volunteers to help clients fill out the application;
• Educate the community and potential clients through presentations, speaking to community
groups, health fairs, etc. and work with Inter-Faith Food Shuttle to communicate the positive
outcomes of the collaborative;
• Work with Inter-Faith Food Shuttle to promote FNS through media outlets;
• Provide April Morgan and Inter-Faith Food Shuttle staff members with feedback and reports on
the numbers of people who are affected by this outreach, in order to help Inter-Faith Food
Shuttle meet the goals of the grant under which the outreach program operates
*Including: (1) number of people counseled/talked to; (2) number of those who applied; (3)
number of people who received benefits; (4) number of people who were denied; (5) various
reasons for denial; (6) age, gender, and ethnicity of those in applicants household
• Invoice MANNA FoodBank quarterly for its portion of the salary, benefits, and reimbursed
mileage of the outpost worker;
• Meet on a regular basis with April Morgan and appropriate Inter-Faith Food Shuttle staff
throughout the partnership; schedule to be established at start date;
• Participate in evaluation of Collaborative at least twice yearly;
• Be subject to Inter-Faith Food Shuttle job performance review after 90 days; Both Inter-Faith
Food Shuttle and DSS have discretion to suggest re-evaluation of hired outreach worker after
90 days (or according to Social Services' set policy);
• Notify MANNA and Inter-Faith Food Shuttle immediately if there are changes in staffing of
the Income Maintenance Outpost Worker position.
V. MANNA FoodBank staff will:
• Provide prompt payment of contract funds when invoiced quarterly; payment to be made in
advance of each quarter.
Inter-Faith Food Shuttle staff will:
• Work as the liaison between DSS and community agencies, particularly Inter-Faith Food
Shuttle partner agencies, to help set up outpost sites, meetings, trainings, FNS program
promotion via media, speaking engagements, and other related tasks which will make the
program more accessible and help reduce barriers for those applying
• Join DSS in interview panel with potential worker -present but "without vote"
• Work with outpost worker and community agencies to establish and help ready sites for
participation;
• Meet on a regular basis with appropriate Orange County DSS staff throughout the partnership;
schedule to be established at start date;
• Participate in regular evaluations of outreach worker performance
VI. Targeted Collaborative Goals
Orange County DSS:
* Reduce stigma of Food and Nutrition Services Program and work to break down barriers to
applying

* Reach low-income households throughout the county
* Provide greater access to the program and an easier means of applying
* Educate the community and potential recipients about the FNS Program and how to apply
~ Utilize media outlets, trainings, speaking engagements and the like to educate the community
and potential recipients
Inter-Faith Food Shuttle:
Inter-Faith Food Shuttle shares the above goals of DSS, in addition to the following goals
included in the North Carolina FNS Outreach Plan.
* Conduct FNS outreach throughout Orange County between October 1, 2010-September 30,
2011
* Conduct outreach in at least 5 agencies/sites in Orange County (primarily Inter-Faith Food
Shuttle partnex agencies)
* Distribute radio and television public service announcements in an effort to reach 75,000 radio
listeners and 75,000 television viewers in Orange County during the outreach period
* Distribute ads, articles, and letters to the editor in print media outlets in an effort to reach
20,000 print media readers in Orange County
* Promote fns4nc.or~ website as a tool for Yearning about Food & Nutrition Services
~ Distribute at least 1,000 pieces of outreach materials to include FNS4NC outreach materials,
FNS applications, and FNS brochures
* Assist at least 300 households in Orange County with the FNS application process
VII. Confidentiality
• MANNA FoodBank and Inter-Faith Food Shuttle agree to abide by all state and federal laws,
rules and regulations and the Department of Social Services' policy on respecting
confidentiality of an individual's personal information. MANNA and Inter-Faith Food Shuttle
further agree not to divulge any information concerning any individual to any unauthorized
person without the written consent of the individual, consumer/customer/client, or responsible
parent or guardian.
VIII. Termination
• This MOA maybe cancelled or terminated by either of the parties upon 60 days prior written
notice without cause. In the event of termination, MANNA FoodBank shall pay that portion of
the outpost worker's salary, benefits, and mileage expenses earned to the date of termination.
IX. Nondiscrimination of consumer/customer/client
• MANNA FoodBank and Inter-Faith Food Shuttle agree to comply with federal and state laws,
rules and regulations, and the DSS policy relative to nondiscrimination in
consumer/customer/client and consumer/customer/client service practices because of political
affiliation, religion, color, sex, handicap, age, creed, veteran status, or national origin.
X. Relationship of the Parties
Neither of the Parties, nor any employee of the Parties, shall be deemed to be an officer,
employee or agent of the other Party.
XI. Indemnity
MANNA FoodBank and Inter-Faith Food Shuttle agree to defend, indemnify and hold harmless
the County from all loss, liability, claims or expense, including attorney's fees, arising out of or
related to the Project and arising from bodily injury including death or property damage to any
