ORANGE COUNTY BOARD OF COMMISSIONERS
BUDGET WORK SESSION
JUNE 15, 1993
The Orange County Board of Commissioners met in Regular Session on June
15, 1993 for the purpose of holding a budget work session at 7:30 p.m. at the
Homestead Community Center in Chapel Hill, North Carolina.
COUNTY COMMISSIONERS PRESENT: Chair Moses Carey, Jr. , and Commissioners
Alice M. Gordon, Stephen H. Halkiotis, Verla C. Insko and Don Willhoit.
COUNTY STAFF PRESENT_ County Manager John M. Link, Jr. , Assistant
County Managers Albert Kittrell and Rod Visser, Economic Development Director

SALARY AND PAY PLAN
County Manager John Link summarized the proposed pay plan for 1993--94 .
This included 2% COLA for all County employees which will cost $332, 000.
MERIT PLAN
John Link explained that merit is not meant to address inflation but
intended to encourage improved performance and accomplishment of goals set
forth in the employees work plan. The merit plan provides higher level
rewards to employees with higher level performance. There are 20% that do
not receive merit and their needs are not addressed by this plan.
He further explained the proposed merit plan. He is recommending that
for highly effective, a 2.5% merit plus $400 lump sum and for outstanding
achievement, a 3 . 75% merit plus $800 lump sum.
Commissioner Willhoit question having both the COLA and merit.
Commissioner Insko stated that many merit plans are not done fairly and
she would rather put the money into the COLA.
John Link distributed several charts showing how Orange County compared
with other counties and municipalities with respect to COLA, merit and
longevity. He explained that the lump sum amounts tied to the merit would
reward the lower paid employees. The lump sum approach is a cost savings in
the long run. Chair Carey would like to maintain the COLA without relying
exclusively on the merit plan.
John Link reviewed the benefits for County employees.
With .regards to retention of employees, Sheriff Perdergrass stated that
: the retention in his department is the best in the State. The overall
employee retention rate for the County is 92.8%.
The revenues collected in the Sheriffs Office and the Register of Deeds

Office were discussed.
NEW POSITIONS
John Link went through the list of recommended positions for 1993-94''
noting the impact on the budget. When necessary, the department head spoke
in support of their request.
Discussion ensued on the request for 3 Telecommunication Assistant
positions. Nick Waters explained that they receive an enormous number of
non-emergency calls. The Board agreed that the public needs to be educated
on how the 911 system operates.
Discussion ensued on the Animal Control Officer position requested in
the budget. Dan Reimer stated that this position is needed to handled the
increased workload they have Experienced and they will be able to offer after
hour services.
ADJOURNMENT
With no further discussion, Chair Carey adjourned the meeting. The next
budget work session will be held on June 21, 1993 at 7 : 30 p.m. at the
Homestead Community center in Chapel Hill, North Carolina.
